The Executive Office of Health and Human Services is the largest secretariat in state government and is comprised of 11 agencies and the Mass Health program. We are seeking a highly skilled Senior Business Analyst with expertise in systems and business analysis/design concepts to join our dynamic team. The Senior Business Analyst will play a crucial role in creating technical documentation for new and existing IT applications, designing proposals and system specifications, developing selection evaluation criteria based on IT product requirements, and overseeing all phases of the project life cycle—including requirements gathering, design and development, testing, implementation, and ongoing operations.

Work schedule:
Monday through Friday, 9:00 AM to 5:00 PM EST. This position follows a hybrid model that combines in‑office workdays with work‑from‑home days as needed.
Salary range: $ – $ per year.
Responsibilities- Work with an assigned Project Manager by participating in all phases of the project life cycle, including business requirements gathering and documentation.
- Research existing application inventory for recommendations on similar systems.
- Facilitate joint application design (JAD) sessions to obtain business requirements and create use cases.
- Gather detailed business and technical requirements and participate in defining business rules and data standards.
- Consult with managers to determine the role of the IT system in the organization.
- Prepare an analysis of costs and benefits so management can decide if system upgrades are financially worthwhile.
- Devise ways to add new functionality to existing computer systems.
- Design and develop new systems by choosing and configuring hardware and software.
- Oversee the installation and configuration of new systems to customize them for the organization.
- Help define business rules and data standards.
- Prepare gap analysis deliverables and process flow diagrams.
- Participate in defining best approaches and priorities to meet the needs of the business.
- Perform research and create deliverables as required by the assigned Project Manager.
- Create detailed use cases.
- Develop and implement test plans.
- Participate in phase‑gate project management office reviews.
- Provide clear and realistic timeline estimates to all stakeholders.
- Assist in prioritization of requirements.
- Support the development of end‑user training materials and documentation.
- Provide guidance to business on scope and iterative development processes.
- Utilize existing tools and processes to schedule reviews and code drops.
- Prioritize work among multiple projects.
- Provide ongoing operational support as needed.
- Business Analysis, Project Management, IT Management, or related experience in an IT environment, preferably with various applications.
- Experience in business process modeling and reengineering.
- Strong understanding of the software development life cycle (SDLC).
- Knowledge and familiarity with SQL.
- Ability to understand customer requirements, normalize them against current standards, and present a solution that fits the needs.
