About the Role

MMIS Reimbursement Business Analyst Team Supervisor. The chosen candidate will lead the Medicaid Management Information System (MMIS) Provider Reimbursement and Claims Business Analysis team, supporting Mass Health’s Medicaid program where MMIS serves as the central enterprise system for provider reimbursement and payment processing claims across Massachusetts.

Requirements include strong business analysis, leadership, and enterprise systems experience across all phases of large‑scale healthcare technology solutions. The candidate will work closely with the MMIS Application Manager and collaborate with EOHHS business and IT teams, vendors, contractors, and Mass Health stakeholders.

Primary location: 1 Enterprise Drive, Quincy, MA.

Work schedule:

Monday‑Friday, 9:00 AM‑5:00 PM EST. The role is hybrid, combining in‑office and work‑from‑home days as needed.

Responsibilities
  • Manage and oversee the daily operation of MMIS Provider Reimbursement and Claims sub‑systems.
  • Set goals and objectives for the team and evaluate performance.
  • Resolve daily operational, policy, and business issues.
  • Supervise staff and contractors, ensuring program timelines and deliverables are met.
  • Prioritize tasks, identify resources, assign projects, and ensure delivery.
  • Provide strategic, political, technical, and operational advice to the MMIS Applications Manager.
  • Maintain contacts with key Mass Health stakeholders, MMIS constituencies, and user community, serving as escalation point.
  • Contribute to program reviews, identify best practices, oversee policy implementation, and assess effectiveness.
  • Ensure the Business Analysis team develops and maintains all required documentation for applications.
  • Lead meetings with users to analyze, document, and validate business requirements.
  • Support QA activities including functional, regression, UAT, and ADA compliance testing.
  • Facilitate business analysis phase, participate in implementation planning, release coordination, and product deployment.
  • Advise on special projects and participate in all project phases.
  • Research existing application inventory for recommendations on comparable systems.
  • Facilitate group JAD sessions to obtain business requirements and create use cases.
  • Gather detailed business and technical requirements and define business rules and data standards.
  • Prepare gap analysis and process flow diagrams.
  • Define best approaches and priorities to meet business needs.
  • Conduct research and create deliverables as required by the Application Manager or Director.
  • Develop and implement test plans.
  • Participate in PMO phase gate reviews.
  • Provide realistic timeline estimates to stakeholders.
  • Prioritize requirements and support the development of end‑user training materials.
  • Guide business on scope and iterative development processes.
  • Utilize existing tools and processes to schedule reviews and code drops.
  • Prioritize work among multiple projects across teams.
  • Provide ongoing operational support as needed.
Preferred Qualifications
  • 5+ years of business analysis experience.
  • Expert knowledge of systems and business analysis/design concepts.
  • Knowledge of the Unified Process and/or Agile process.
  • Self‑motivated, well‑organized with strong innovation and facilitation skills.
  • Profess oral and written communication skills.
  • Proficient in English grammar, usage, mechanics, and composition.
  • Experienced with MS Office tools including Visio, Project, Word, Excel, Access, and PowerPoint.
  • Understanding of relational databases and data models.
  • Diagnostic and problem‑solving skills.
  • Experience with Jira and Confluence preferred.
  • Excellent interpersonal skills to interact with managers, developers, analysts, and stakeholders.
  • Ability to work independently and within project teams, providing system analysis services.
