Position: Plan Checker II - Open Until Filled
Location: Madera

Under general supervision, reviews building plans for compliance with applicable codes and regulations; issues, processes, and approves building permits; explains building codes, ordinances, and policies to architects, contractors, engineers, and the general public; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned supervisory or management personnel. Exercises no direct supervision over staff.

The job functions listed below are not inclusive or exclusive and are intended only as illustrations or examples of the various types of work that may be performed in various divisions/departments. Types of work performed shall be within the scope and licensure (if required) for the classification. Some duties, knowledge, and abilities may be performed by positions at the entry (I) level in a learning capacity.

* Reviews and examines building plans for new construction and alterations; ensures plans and all necessary calculations comply with building regulations and codes.

* Identifies deficiencies in plans and other documents and explains process for corrections to applicants.

* Reviews corrected plans for conformity with requirements, calculates fees and submits documentation of plan check conformance.

* Coordinates plan review with other County units, divisions, or departments; accepts plan revisions from applicants, contractors, and others.

* Makes calculations to verify structural components of buildings including foundations, bearing walls, joist and rafter sizes.

* Interprets and applies building codes and regulations; explains inspection procedures and programs and advises builders, property owners and others on the building permit process.

* Approves the issuance of building permits.

* Performs inspections of buildings and construction projects as directed.

* Answers questions and provides information regarding ordinances and procedures for building plans, specifications, code compliance, and general information.

* Enters data into computer and manual filing systems; compiles and maintains accurate and detailed records.

* Recommends and participates in development and implementation of office procedures, training manuals and standardized forms.

* Maintains manuals and updates resource materials.

* Represents the division in meetings with representatives of agencies, business organizations, contractors, developers, engineering firms, and the general public.

* Performs assigned duties for a variety of special projects.

Performs other related duties as assigned.

Knowledge of:

* Policies, procedures, laws, codes, ordinances, and regulations related to building, safety, , and structural requirements.

* Building plans, diagrams, and specifications.

* Techniques, materials, and practices in the structural, plumbing, and electrical construction fields.

* Residential, commercial, and industrial construction materials, methods, and equipment.

* Terminology, symbols, methods, techniques, and instruments used in building plans.

* Business arithmetic, including calculations of square footage.

* Recordkeeping practices; project tracking methodologies.

* Applicable federal, state, and local laws, codes, and ordinances relevant to the area(s) of responsibility.

* Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff.

* The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.

* Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to the work performed.

Ability to:

* Read, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, ordinances, and standards relevant to the work performed.

* Review building plans and specifications for compliance with building codes and ordinances.

* Read and interpret various plans, specifications, documents, and maps.

* Explain building codes, ordinances, and plan requirements to contractors, developers, and the general public.

* Apply technical knowledge of building trades work.

* Accurately calculate square footage, fees and/or penalties, and various basic mathematical computations.

* Perform detailed administrative support work accurately.

* Assist with the preparation of various studies and reports.

* Prepare clear, concise, and accurate reports, correspondence, and other written materials.

* Organize and maintain accurate files and records.

* Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, ordinances, and standards relevant to the work performed.

* Effectively use computer systems, software applications relevant to the work performed, and modern business equipment to perform a variety of work tasks.
