The Energy Planner serves as the lead planner for assigned energy projects, programs, and initiatives in support of the energy-related goals and priorities of the Tolowa Dee-ni' Nation (Nation). The position is responsible for a broad range of professional planning and project management activities, including project and program development and analysis; research; budget development and oversight; grant preparation and administration; and the tracking, monitoring, and reporting of awarded grant activities and funding opportunities.

The Energy Planner also supports advanced planning efforts and the implementation of energy-related programs and projects on behalf of the Nation.

Under the Planning Division, the Energy Planner continuously monitors, evaluates, and analyzes offshore wind projects and related activities that may affect the Nation, its lands, resources, interests, and priorities. The position also assists with the development, administration, and implementation of the energy programs and initiatives of the Nation.

Energy programs and initiatives may include, but are not limited to, small-and-commercial-scale renewable energy; clean energy workforce development and internship programs; energy storage; community renewable energy; brownfield solar development; and other emerging energy technologies and initiatives. The Energy Planner may also evaluate and incorporate considerations related to electric grid infrastructure and utilities, fossil-fuel generation, and other existing or legacy energy systems, as necessary to support the energy planning, resilience, and long-term objectives of the Nation.

1. Project and Program Management. Manages a portfolio of assigned renewable energy projects and programs, serving as the primary point of contact and coordinating project activities to ensure deliverables, schedules, budgets, reporting, invoicing, and close-out requirements are completed accurately and timely. Monitors project performance and develop and tracks metrics to evaluate program effectiveness and achievement of the energy goals and objectives of the Nation.

2. Energy Planning and Project Development. Develops and implements strategies to identify, evaluate, plan, and advance renewable and other energy projects and initiatives, including solar, wind, hydroelectric, geothermal, energy storage, community renewable energy, and other emerging energy systems and technologies. Conducts research and analyzes technical, policy, regulatory, financial, and other information to support energy planning, programs, and projects.

3. Grand Development and Administration. Identifies and evaluates Federal, State, Philanthropic, and other funding opportunities that support the energy priorities of the Nation. Prepares and coordinates grant applications, including writing, editing, research data compilation, analysis, budgets, and supporting documentation. Assists with the administration of awarded grants, including project activities, meetings, recordkeeping, reporting, deliverables, and grant close-out requirements.

4. Offshore Wind Monitoring and Tribal Council Support. Monitors and analyzes Offshore Wind projects, regulatory proceedings, planning activities, and other developments that may affect the Nation. Prepares and provides periodic briefings, reports, and recommendations to the Tribal Council and collaborates with other Tribal Government departments as appropriate. Communicates the concerns, needs, interests, viewpoints, and positions of the Nation accurately and effectively in internal and external meetings, correspondence, consultations, and other forums, as authorized.

5. Community Engagement and Planning. Plans, coordinates, and conducts staff, community, and stakeholder workshops and meetings to gather information and input related to energy, land use, and other planning matters. Assists with the development, review, and implementation of energy and land use plans, policies, programs, and related planning documents.
