GENERAL PURPOSE OF THIS JOB (Summary)

The HSE Manager will be responsible for the administration, facilitation and coordination of the Subsurface Energy Resources Safety Management System under the direction of the Project Director.

SCHEDULE

This position will work a rotational schedule of two weeks on, two weeks off.

ESSENTIAL DUTIES AND RESPONSIBILITIE S

include the following. Other duties may be assigned.

HEALTH AND SAFETY
  • Work in compliance with all Health and Safety rules and regulations for Subsurface Energy Resources.
  • Be aware of any health and safety hazards or infractions and report same to Health and Safety Department
CLIENT FOCUS
  • Handle requests from employees and vendors in a timely and efficient manner.
  • Handle clients in a professional and courteous manner
GENERAL DUTIES AND RESPONSIBILITIES
  • Assist in the development of project site specific Safety and Health Policies and Procedures using a  best for project  philosophy
  • Audit project sites and the site safety coordinator to ensure compliance with the Subsurface Energy Resources Safety Management System
  • Facilitate and maintain all required Safety Management Systems at project sites that lack a Safety Coordinator
  • Conduct new hire experienced and inexperienced miner training, Annual Refresher training, Taproot Incident investigations, Workplace Inspections and Audits, etc. as per the Subsurface Energy Resources Safety Management System as required
  • Act as a coach and mentor for the Positive Attitude Safety System (PASS) at all active projects.
  • Provide monthly statistical information for all projects to various regulatory organizations and to Head Office.
  • Provide Safety Coordinator vacation relief as required to field projects.
  • Provide the site projects with safety resources.
  • Assist in the development of written job procedures for all tasks being performed at a project.
  • Liaise and communicate with local and district Cal/OSHA and inspectors. Review all citations and regulatory issues for correctness. Facilitate conferences for all citations or
  • violations contested.
  • Provide guidance, assistance and instructions to field personnel on responsibilities regarding California Code of Regulations (CCR), Title 8, including Cal/OSHA Mine Safety Orders, and Tunnel Safety Orders, ATF, and applicable 30 CFR Mine Safety and Health Administration (MSHA) Regulations.
  • Assist site management with developing site-specific safety policies, procedures. and programs
  • Review, with the appropriate workers, the written job procedures and keep a record of the training on file
  • Assist site management in resolving all safety concerns
  • Attend any required training courses appropriate to the position
  • Assist the Business Development group in providing all necessary up to date Safety Historical data, safety milestones, recognitions and achievements required for business proposals.
  • All training documentation and inspection reports will be filled out in a timely fashion. All inspection and incident investigation reports will be forwarded to the Project Director.
  • The HSE Manager will be asked to perform other duties as requested from time to time by the Project Director.
  • Duties outlined herein are intended to be the minimum duties expected of you by Subsurface Energy Resources. You are expected to use your initiative to expand upon these duties to ensure that your job mandate is met and that your performance is such that the general spirit and intent of the duties outlined above are completed as required.

EDUCATION AND EXPERIENCE
  • High School diploma
  • Minimum 10 years underground Safety experience
CERTIFICATE(S), LICENSE(S), REGISTRATION(S)
  • Certified Mine Safety Professional (CMSP) or equivalent certification (preferred).
  • Cal OSHA Underground Safety Representative (preferred).
  • MSHA Instructor Certification for Underground, Surface and Mine Rescue with a current Mine Instructor Identification Number (MIIN) (preferred).
COMPUTER APPLICATIONS
  • Advanced knowledge of Microsoft Office Suite (Word, Excel, Power Point),
SKILLS, KNOWLEDGE & ABILITIES
  • Must be able to work with minimal supervision
  • Must have strong organizational skills
  • Must have strong communication and instructional skills in large meeting and classroom formats
  • Must be a self-starter
