Vos Missions En Quelques Mots
Survilliers is a dynamic commune in the Val-d'Oise region with nearly 4,300 inhabitants, experiencing a period of high activity with numerous projects for the development and renovation of its buildings and public spaces. Under the authority of the DGS, you will represent the contracting authority on technical, administrative, and financial matters during the planning, design, and implementation phases of new projects or major restructuring of the community's built heritage.
You will be responsible for leading building operations, intervening from the planning phase to the completion and delivery of the building as part of new construction programs, restructuring, and major rehabilitation of public facilities in conjunction with technical services and the general director.
Conducting Building Operations
- Manage operations from planning to completion: relations with the project manager, consultation with companies, service orders, monitoring, and delivery of works
- Plan and coordinate construction sites: participate in site meetings and report on necessary decisions
- Coordinate external partners: engineering firms, companies, contractors, etc.
Public Procurement and Technical Engineering
- Participate in the drafting of public contracts, monitor consultation procedures, and analyze offers
- Make choices of service providers, negotiate, and enforce the terms of contracts; ensure the proper execution of service or work contracts
- Conduct legal and regulatory monitoring on technical files
Budget Management and Funding Search
- Plan, budget, and financially monitor investments; participate in budget construction
- Search for funding: identify potential funders, prepare subsidy dossiers with partners, and follow up on decisions
Management and Valorization of the Communal Heritage
- Develop a diagnosis and a multi-year action plan for maintenance and securing the communal built heritage and road network, in consultation with elected officials and the DGS
- Manage the maintenance and regulatory compliance of public facilities
- Monitor major investment projects and the operational activity of technical services
Technical training in the building sector, with significant experience, ideally in project management; solid technical knowledge of all building trades; good understanding of the functioning of local authorities, public contracting, and the public procurement code; mastery of regulatory obligations for public facilities; knowledge of urban planning, roads, green spaces, and sustainable development is appreciated; analytical, synthesis, and writing skills; ease in written and oral communication;
organizational skills, anticipation, and initiative; ability to manage multiple files simultaneously; availability, method, rigor, and a sense of teamwork; proficiency in computer tools (Word, Excel) and project tracking tools.
