The City of Folsom's Utilities Department is currently recruiting for a Haz Mat Coordinator to join the Waste & Recycling Division. This position is Monday - Friday, and works both in the field and in-office. This position is non-exempt and represented by Local 39 IUOE.

The ideal candidate is community-focused with a passion for protecting the environment through the proper disposal of hazardous waste. They have experience with hazardous materials management and environmental compliance, including municipal, state and federal regulatory compliance and can apply this knowledge to all areas of the operation, including public education, collection, packaging, and transportation of hazardous waste, and emergency spill response.

The ideal candidate is also committed to safety and can effectively lead and motivate a team while working in a physically demanding environment.

Under the general direction of the General Services Manager, the Haz Mat Coordinator performs specialized field and administrative work for the Waste and Recycling Division of the Utilities Department; develops, implements, coordinates and participates in residential and commercial hazardous materials (hazmat) collection and disposal programs and responds to and coordinates cleanup of hazmat incidents resulting from Division operations.

The Haz Mat Coordinator is a single position classification. The incumbent's preponderant role is to coordinate, lead, and participate in the collection and disposal of commercial and residential hazmat. The Haz Mat Coordinator is distinguished from the Environmental Specialist I/II in that the latter provides journey-level support for a wide range of waste programs, including hazmat, recyclables, and organic waste and does not have lead responsibilities.

The Haz Mat Coordinator is distinguished from Senior Environmental Specialist in that the latter spends the preponderance of time performing specialized administrative program work but does not routinely coordinate field work such as hazmat collection or respond to hazmat incidents.

The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all the duties listed.

  • Provide technical assistance and training to staff relating to collection operations, packaging, storage, and disposal of hazmat collected through City programs.
  • Perform collections for various hazmat programs for residents and businesses.
  • Test unknown chemicals to determine appropriate packaging and shipping requirements.
  • Receive notification of Division hazmat spills related to City activities from management and/or the public; evaluate incidents and determine the necessary response; coordinate with relevant City staff and external agencies to ensure the response is suitable, serving as incident lead and monitoring responders as needed; direct on-site cleanup, disposal and remediation activities, ensure proper handling and disposal of hazmat substances and materials, obtain and complete all required incident reports and documentation.
  • Provide investigation and follow-up to any complaints that arise from incident response activities.
  • Oversee the temporary storage of hazmat; maintain and track inventory and arrange for appropriate disposal within mandated time frames.
