Position: TELECOMMUNICATIONS SPECIALIST-DIRECT HIRE AUTHORITY with Security Clearance
Location: Edwards Air Force Base

Duties
* Operates the Frequency Control and Analysis (FCA) facility to establish procedures, determine the appropriate measurement systems to utilize, analyze results and recommend action to be taken.
* Directly monitors and evaluates the radio frequency (RF).
* Analyzes spectrum utilization and collaborates with the supervisor in developing better policies for the conservation and protection of the RF natural resource.
* Employs various special purpose receivers, recorders, RF Direction Finders and associated antenna systems to analyze and determine the location of unknown RF radiations.
* Maintains a real-time log and/or recordings of all signals detected.
* Reviews the Weekly Aircraft Utilization and Requirements Schedule for radio frequency usage.
* Maintains and repairs FCA operator.
* Trains subordinate FCA operator. Requirements Conditions of employment

Telecommunications Series 0391 Undergraduate and Graduate

Education:

Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

EXPERIENCE:

Applicants must have at least one year general experience equivalent to the next lower pay broadband (NH-01), equivalent to the next lower grade (GS-04) or equivalent in the Federal Service and at a level close to the work of this position that has given the particular knowledge, skills and abilities required to successfully perform. To be creditable, at least one year of the general experience must have been equivalent to the next lower pay band (NH-01) grade level (GS-04) or equivalent.

This experience will provide a basic knowledge of telecommunications functions, problems, and/or solutions and also experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. IDEAL CANDIDATE:
The ideal candidate for this position will have at least two years of hands-on experience in spectrum management, which includes analyzing spectrum utilization, resolving frequency conflicts, and planning frequency assignments. This candidate will also possess two years of experience with radio frequency (RF) propagation, including performing RF compatibility tests, field strength measurements, and identifying and locating sources of RF interference.

Additionally, a strong background in maintaining and troubleshooting RF measurement and analysis equipment is highly desirable. KNOWLEDGE,
