Job SummaryThe Chief Financial Officer (CFO) provides executive-level financial leadership and strategic oversight for the Picayune Rancheria of the Chukchansi Indians (PRCI), Chukchansi Sovereign Enterprises (CSE), Tribal Nation Flower Company (TNFC), and Chukchansi Housing Authority (CHA). This position is responsible for fiscal strategy, financial integrity, regulatory compliance, enterprise risk management, budgeting, reporting, and long-term financial sustainability across governmental, corporate, housing, and commercial operations.
The CFO serves as a key advisor to Tribal Council, governing boards, and executive leadership, ensuring transparency, accountability, and responsible stewardship of Tribal assets.
- Direct and oversee all financial operations across PRCI, CSE, TNFC, and CHA
- Develop and implement financial policies and internal control systems across all entities
- Lead preparation of annual operating and capital budgets for each entity
- Present financial statements and performance reports to Tribal Council and governing Boards
- Ensure compliance with Tribal, federal, state, HUD, and other regulatory requirements
- Oversee audits and implementation of audit recommendations
- Establish and monitor internal controls and segregation of duties
- Manage cash flow, investments, capital planning, and debt obligations
- Provide financial modeling and analysis for new ventures and investment decisions
- Oversee enterprise accounting systems and consolidated reporting structures
- Supervise finance leadership and departmental staff across entities
- Coordinate grant compliance and federal program financial reporting
- Serve as primary liaison to auditors, financial institutions, and regulatory agencies
- Perform additional duties as directed by Tribal Council or governing Boards
- Certified Public Accountant (CPA) in good standing
- Master’s degree in Finance, Accounting, Business Administration, or related field
- At least fifteen (15) years of progressively responsible financial management experience
- At least seven (7) years of executive-level financial leadership experience
- Demonstrated experience overseeing multi-entity or subsidiary financial structures
- Experience managing consolidated budgets exceeding $25 million
- Experience with governmental accounting standards and enterprise financial reporting
- Must be able to pass a pre-employment drug screening
- Must be able to pass a background investigation
- Must possess and maintain a valid California driver’s license and insurable driving record
- Experience working within Tribal governments, Section 17 corporations, or Tribal housing authorities
- Knowledge of Federal Indian Law and Tribal governance structures
- Experience overseeing cannabis or other highly regulated commercial enterprises
- Experience managing HUD or federally funded housing programs
- Experience implementing or upgrading enterprise financial systems
In accordance with applicable Tribal law and Title VII of the Civil Rights Act of 1964, the Picayune Rancheria of the Chukchansi Indians (PRCI) Administration provides employment preference to enrolled PRCI Tribal Members. To qualify, applicants must submit valid proof of enrollment. Tribal Members who meet the minimum qualifications will be given preference in hiring, promotion, transfer, and layoff decisions. During the interview process, PRCI Tribal Members will receive an additional 7.5 points (10% of the 75-point interview rubric).
Non‑PRCI Native American candidates will receive an additional 5 points (6.7% of the total points) in accordance with Indian Preference guidelines.
In compliance with 25 CFR Part 276 and Title VII of the Civil Rights Act, Sections 701(b) and 703(i), employment preference shall be given to qualified applicants who are enrolled members of the Picayune Rancheria of the Chukchansi Indians, and secondarily, to another qualified American Indian/Alaska Native Candidate.
