Position: FINANCIAL MANAGEMENT ANALYST with Security Clearance
Location: China Lake

Duties
* You will perform fiduciary reviews to ensure the legitimacy and legality of all financial transactions for the command.
* You will utilize the financial system, Navy ERP, to research and reconcile discrepancies in financial transactions to include all stages of encumbrance.
* You will ensure financial policies and regulations are upheld.
* You will apply the fundamentals of financial management to include Appropriations Law and Budget Execution, to all analysis and reviews.
* You will perform PTA review on Incoming funds documents within NERP and G-Invoicing Fiori HUB and all associated requirements to perform PTA reviews. Requirements Conditions of employment

* Must be determined suitable for federal employment.
* Must participate in the direct deposit pay program.

* Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* MSP/PPP applicants must currently hold the required security clearance.
* This is a Financial Management Level 01 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-05/08) grade level or (DA-02) pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:
1) Familiarity with various sales order and funding portfolio transactions and procedures in NERP and G-Invoicing;
2) Analyzing financial data, interpreting requests, and determining the correct course of action. This includes verifying funds availability and ensuring requests meet expense vs. investment criteria;
3) Applying foundational knowledge of federal fiscal law, including the principles of purpose, time, and amount to ensure all financial transactions are legal and appropriate;
4) Utilizing skills in reviewing and processing financial documents for accuracy and completeness;
5) Understanding of the procedural steps required to accept and obligate funds in a federal environment;
6) Conducting thorough reviews of funding documents and financial data, identifying errors, inconsistencies, or compliance issues before they become significant problems. Additional qualification information can be found from the following Office of Personnel Management web site:
