Duties The United States Space Force (USSF) at Beale AFB, California is searching for a Resource Adviser & Program Manager to support the 7 SWS (NH-0301-03, GS 12/13 equivalent).

Description:

To perform a variety of advisory and budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities. Responsible for performing routine, complex, and continuing budget functions involving the formulation, execution, and/or analysis of budgets for assigned mission activities and organizational components, while also directing and managing administrative, personnel, and manpower support programs. Skills and Abilities:

Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations. Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funding tasks. Knowledge of administrative, personnel, and manpower regulations, operating procedures, and policies to support the organizational mission. Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization) to analyze and evaluate the effects of changes in program plans and funding.

Skill in formulating, justifying, and/or executing assigned budgets/programs. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions and administrative directive Requirements Conditions of employment
* Must be a U.S. Citizen
* Must be able to obtain and maintain a Secret security clearance.
* May be required to travel by military or commercial aircraft in the performance of TDY assignments.
* May be required to work overtime on an unscheduled or emergency basis.
* Subject to Temporary Duty Assignment (TDY):
Approximately 20 days per year.
* Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".
* PCS is not authorized. Incentive is authorized.
* This position will close after 5 business days or 75 applications, whichever comes first.
* Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report." Employee is required to attend annual ethics and procurement integrity training.
* This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
* This is a Financial Management Level (1, 2, or
3) Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
