Job Overview
San Bernardino County's Land Use Services Department, Code Enforcement Division, is hiring Code Enforcement Officers (CEO) I and II for the Twin Peaks and Big Bear areas. Officers are responsible for field and office work related to short‑term rental enforcement, fire hazard, public nuisance, vehicle abatement, housing, and land use ordinance enforcement. They conduct investigations, property surveys, and interview property owners regarding permits and code compliance.
CEOs I work under training conditions, while CEOs II operate with minimal supervision. Additional duties include maintaining records and reports, researching supporting data, and testifying in administrative, civil, and criminal proceedings.
- Investigate and enforce short‑term rental, fire hazard, public nuisance, vehicle abatement, housing, and land use ordinances.
- Conduct property surveys and interview owners about permits and code compliance.
- Maintain accurate records, reports, and evidence supporting enforcement actions.
- Research and compile supporting data for enforcement cases.
- Testify in administrative, civil, and criminal proceedings.
- Work evenings, weekends, holidays, and call‑backs as required.
- Travel throughout the assigned region and County as needed.
Physical Requirements
Availability for evening, weekend, holiday, and call‑back work is required.
Physical: frequent climbing, kneeling, crawling, lifting, and carrying items up to 25 pounds. Valid California Class C Driver’s License required for travel and mileage reimbursement.
Qualifications – Code Enforcement Officer IEligible candidates must meet at least one of the following options:
- Option 1:
Twelve months (full‑time equivalent) experience interpreting, explaining, and enforcing rules and regulations for a public agency. - Option 2:
Twelve months (full‑time equivalent) experience interpreting and explaining code enforcement, planning, or land‑use rules and regulations. - Option 3:
Twenty semester (30 quarter) units of completed college coursework in inspection/construction technology, planning, land‑use, fire technology, police science, criminal justice, or related fields; OR possession of an Associate’s Degree (or higher). - Option 4:
Six months (full‑time equivalent) experience working within San Bernardino County Land Use Services, Code Enforcement Division supporting code enforcement activities.
Applicants must possess both the required certifications and the experience outlined below.
Certifications- Certification Option 1: PC 832 and Basic Certification issued by the California Association of Code Enforcement Officers (CACEO) or equivalent.
- Certification Option 2: PC 832 and an International Code Council (ICC) Building Inspector Certification or other comparable certification.
- Experience Option 1:
Two years of full‑time equivalent experience as a Code Enforcement Officer in a public agency, including investigating and interpreting code violations related to fire hazards, public nuisance, land use, residential and commercial structures, and vehicles. - Experience Option 2:
One year of the required Code Enforcement Officer experience plus two additional years of full‑time equivalent experience investigating and interpreting code violations at a technical level to support Code Enforcement Officers.
The ideal candidate has at least three years of journey‑level experience as a Code Enforcement Officer within a California County or City, court testimony experience, and strong case‑file management skills. They are results‑oriented, self‑motivated, and possess excellent oral and written communication skills.
