Position: ENGINEERING TECHNICIAN with Security Clearance
Location: March Air Force Base

Duties
* Evaluates and recommends programs and development plans for new construction, renovation, and improvements of real property facilities, including utility systems, utilizing a professional knowledge of civil engineering.
* Works with organizational managers, budgeting personnel, and higher engineering authority in developing and gaining approval for proposed facility programs/projects.
* Coordinates projects with engineers in other disciplines or with architects.

Represents the base in all areas of community planning at meetings, conferences, and hearings.
* Maintains the Air Installation Compatible Use Zone (AICUZ) program. Implements and maintains the program working directly with appropriate installation staff.
* Implements the lnteragency/intergovernmental Coordination for Environmental Planning (IICEP) as it pertains to the BCP, the Housing Community Plan, AICUZ studies, transportation studies, and individual construction projects, etc. Requirements Conditions of employment

* Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

* Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
* The work may require the employee to drive a motor vehicle. An appropriate valid driver's license may be required for the position.
* May be given additional duties as assigned.
* Required to obtain and maintain a Secret security clearance. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Engineering Technical Series 0802. SPECIALIZED

EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes knowledge and abilities applicable to a broad range of engineering technician duties;
Possess sufficient knowledge and skill to apply techniques and philosophy of comprehensive planning to include urban/regional planning techniques, air force policy, major command requirements and local physical assets and restrictions regarding the comprehensive plan is necessary to accomplish the development and implementation of base comprehension planning;
Knowledge of the workings of state and local jurisdictions to actively and authoritatively participate in hearing and other public participatory planning functions representing the Air Force's interest;
Comprehensive knowledge of site planning and development of land use plans to analyze complex projects and achieve a cohesive approach to planning. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
