Job Summary
The Eligibility Supervisor is the first‑line supervisory classification in the Eligibility Specialist series. The main function of this level is to provide supervisory, administrative and technical support to an eligibility work unit engaged in determining initial and continuing eligibility for multiple public assistance programs. Incumbents plan and schedule work assignments, ensure adequate coverage, identify training needs, conduct performance evaluations, analyze cases for accuracy and timeliness, and assist with difficult program cases.

Salary InformationEmployees generally start at the beginning of the salary range (Step A–F). New Modoc County employees start at Step A and may move to Step B after a successful one‑year probationary period. Each year thereafter they may advance to the next step with successful performance, with steps G–J occurring every five years. Each step represents a 5% increase.
Responsibilities- Plan, assign, supervise and review the work of a unit of employees determining eligibility for public assistance programs.
- Select, train, evaluate and discipline subordinate staff.
- Provide direction to staff on implementation of policy and procedures.
- Hold individual and group conferences to discuss or interpret rules, regulations and policies.
- Confere with workers regarding discrepancies in the system.
- Determine need for training and oversight and provide appropriate instruction.
- Review and interpret information from a variety of forms to assist with eligibility determination.
- Evaluate clients and answer questions on Advanced Payment Tax Credits related to health care reform.
- Explain a variety of plan options, costs and individual plan features through Covered California.
- Troubleshoot task and/or case issues to determine appropriate resolution, involving the Help Desk as needed.
- Communicate orally and in writing with clients while maintaining confidentiality.
- Respond to client questions and complaints in person, by telephone, mail and/or email.
- Identify suspected fraud and make referrals for investigation.
- Represent the department at meetings, attend conferences and participate in studies, system testing and design, and research projects as assigned.
- Interview complainants and address performance and personnel problems.
- Participate in special projects, studies, work assignments and committees.
- Receive and prepare correspondence and required reports relating to unit activity and other matters.
- Perform related duties as assigned.
- One (1) year full‑time experience in an Eligibility Specialist III, Integrated Case Worker III, or Employment and Training Worker III classification in an Interagency Merit System County; or four (4) years of full‑time experience determining eligibility for public assistance programs or providing employment services in a public human services agency.
- Strong knowledge of public social services programs, eligibility laws, regulations and policies, investigative interview techniques, resource verification, supervisory practices, computer terminology and modern office practices.
- Ability to exercise sound judgment, prioritize workload, apply policies and procedures, conduct interviews, analyze and interpret data, and communicate clearly in both oral and written form.
- Proficiency with electronic information systems and the ability to enter data accurately into a computerized system.
- Compliance with a background investigation and possible drug testing, physical examination and fingerprinting.
- Valid driver’s license and willingness to drive for work as required.
