Public Guardian – Deputy Public Guardian I / II
The County of El Dorado’s Health and Human Services Agency is seeking a dedicated Deputy Public Guardian to support the Office of the Public Guardian in ensuring the physical and financial safety of persons unable to do so independently. This role involves routine conservatorship duties with the potential for increased responsibility as experience grows.
Responsibilities- Conduct intake and assessments for individuals to determine the need for a guardian or conservator, reviewing financial, medical, social, and psychological criteria.
- Interview clients and relatives to identify all assets and debts, secure assets, and develop a management plan.
- Perform fiscal management and Representative Payee services, including budgeting, bill payment, and coordination with financial institutions.
- Ensure clients receive appropriate care, assess gaps, and coordinate services with medical providers.
- When acting as a conservator for a client with a mental disorder, collaborate with behavioral health professionals, assist with housing or placement, monitor financial use, and support medication compliance.
- Prepare documentation of client interactions, service plans, and court‑related communications.
- Advocate for clients with agencies such as Social Security, Medi‑Cal, Veterans Service, State Disability, and financial institutions.
- Explain complex legal policies and answer questions from clients and families.
- Prepare court documents and testify concerning recommendations to appoint guardians or conservators.
Education and Experience – Deputy Public Guardian I
- Equivalent to a bachelor's degree from an accredited four‑year college or university with major coursework in psychology, social services, business, public administration, or a closely related field.
- One (1) year of technical experience providing support to a public guardianship or social services program.
Education and Experience – Deputy Public Guardian II
- Equivalent to a bachelor's degree from an accredited four‑year college or university with major coursework in psychology, social services, business, public administration, or a related field.
- Two (2) years of experience providing professional support to a public guardianship program at a level equivalent to the County's class of Deputy Public Guardian I.
- Possession of, or ability to obtain, a valid California or Nevada Driver’s License with a satisfactory driving record.
