WHAT WE OFFER
The County of Ventura offers an attractive compensation and benefits package that includes:
- Educational Incentive: 2.5% for completion of an associate degree, 3.5% for a bachelor’s degree or 5% for a graduate degree.

The Public Works Agency employs Public Works Managers I, II and III across four departments:
- Engineering Services (ES): project & construction management for vertical projects, land development, floodplain permitting and surveying.
- Roads & Transportation (RT): planning, designing, building, operating and maintaining County road system (≈542 miles) and related infrastructure.
- Water & Sanitation (WS): operations and maintenance of water and sewer systems, billing, customer service and program management.
- Watershed Protection (WP): maintenance of 216 miles of channels, dams, pump stations, and monitoring of flood conveyance assets.
Public Works Manager I/II/III are management classifications. Current vacancies include one regular Public Works Manager II in Engineering Services and one anticipated Public Works Manager II in Watershed Protection.
Engineering Services – Public Works Manager II: manages Land Development Services Division’s grading, geotechnical, flood permitting and emergency response programs; oversees staff, permits, technical reviews, compliance with CEQA, inspections, contractor management and customer service.
Watershed Protection – Anticipated Public Works Manager II: manages County’s Groundwater Resources Program, overseeing field investigations, data collection, well permitting and development project reviews in coordination with groundwater agencies.
DUTIES FOR PW MGR I/II- Manages a major department or program’s daily activities, planning, organizing and overseeing operations.
- Participates in resource identification and allocation, problem‑solving, decision‑making and planning.
- Directs, supervises and participates in budgeting and grant administration.
- Represents the department to external stakeholders and the public with exemplary customer service.
- Assists or supervises hiring, training, counseling, evaluation, and disciplinary actions.
- Participates in development and implementation of goals, objectives and policies for assigned areas.
- Collects, analyzes and interprets data for program and project management.
- Prepares and directs studies, correspondence, presentations and reports.
- Maintains operational databases and public works computer systems.
- Conducts analysis, develops plans and performs field reviews of infrastructure.
- Investigates public complaints and performs disaster and emergency repairs.
- Performs other related duties as required.
- Responsible for all activities of a division, allocating resources and coordinating with other agencies.
- Directs annual budgeting, identifies needs and approves purchases.
- Develops and implements division goals and policies.
- Acts as project manager for projects from design to completion, ensuring compliance with standards.
- Supervises, hires, trains, counsels and evaluates staff; imposes disciplinary action.
- Reviews and recommends technical standards, contract documents and joint agreements.
