Extra Help – Temporary Work Assignment

An individual may be hired as Extra Help Employee for a temporary work assignment at such compensation as determined by County of Lake personnel rules and regulations.

Extra Help Employees are typically hired at an hourly rate of pay at the first step of the salary range.

Extra Help Employees are paid only for hours worked.

Extra Help Employees are entitled to legally mandated benefits, which does not include paid vacation or holidays.

Extra Help Employees do not have status.

Extra Help Employment is temporary and may end at any time.

Extra help positions are limited to no more than 25 hours per week (unless position is considered seasonal) and no more than 900 hours per fiscal year, whether upon certification from an eligible list or upon authorization to appoint any person who meets the minimum qualifications of the classification.

An extra help employee who works a seasonal job (tied to an actual season, not just part-year) for a portion of the year and who will not perform any work for the County for at least 26 consecutive weeks between seasons definition is subject to future change as terminology is further defined by the ACA.

Employees must be terminated for the 26 weeks that they are not performing any work.

This position will be working 40 hours/week from April - October each year.

Public Employees' Retirement Law (PERL). Effective January 1, 2012, Assembly Bill (AB) 1028 amended Government Code (G.C.) sections 21224, 21229, and 21221(h) concerning employment after retirement. If an individual is receiving a CalPERS retirement benefit, the eligibility to work an Extra Help – Temporary Work Assignment may be restricted to only temporary assignments for a special project or backlog of work.

Under general direction, coordinates and implements the Water Resources programs of the Water Resources Department, including Clear Lake water enhancement, Lake County Clean Water Program, including NPDES, watershed management, and streambed restoration; assists with Water Resources budget development and administration; prepares grant proposals and administer grants; performs water resources research activities; provides support during floods; assists the public with questions about water resource and flood control laws, regulations, and requirements;

and performs related duties as assigned.

This is a specialized, single position, professional class has day-to-day responsibility for coordinating and performing a variety of specialized functions related to Clear Lake water enhancement, watershed management, and streambed restoration.

Receives immediate or general supervision from the assigned supervisor. Exercises no direct supervision over staff. May provide technical and functional direction to assigned staff.

• Develops, implements, and coordinates the Water Resources Department Water Resources Programs, including Clear Lake water quality enhancement, Lake County Clean Water Program, including NPDES, watershed management, and streambed restoration.
• Develops and manages aquatic vegetation control efforts.
• Oversees and performs water quality monitoring.
• Provides a variety of consultation to county management and elected officials related to natural resource policies, ordinances, and regulations.
• Assists with the development and administration of the water resources budget.
• Prepares, submits, and administers grants.
• Searches and develops a variety of funding sources.
• Develops and carries out public outreach efforts.
• Provides technical and administrative assistance to advisory and resource management committees.
• Prepares proposal requests and participates in the selection of consultants and contractors for work on flood control, watershed management, and streambed restoration programs.
• Performs specialized research projects and analysis, as delegated.
• Develops and prepares comprehensive technical reports related to Water Resources Programs.
