Deputy Director Of Behavioral Health Services

Under direction of the HHSA Deputy Director/Director of Behavioral Health or designee and acting under the general direction of the HHSA Director, plans, organizes and directs the clinical operation of County Behavioral Health Services, including mental health and substance use disorder programs, for both the children and adult systems of care. This position performs related or other work as required and may serve as the Behavioral Health Director's designee in functions related to the provisions of Behavioral Health Services and community engagement activities
This is a single mid-management classification. Incumbent will have the knowledge of the principles, procedures, techniques, trends and literature of behavioral health practice; federal and state behavioral health Medi-Cal standards of documentation, including Drug Medi-Cal; social aspects of mental illness and emotional and behavioral disorders; scope and activities of public and private health and social service agencies; principles and practices of case management;
staff supervision and training methodologies. Incumbent will have the ability to apply and supervise staff in the principles of current behavioral health practices and department policies and procedures; establish and maintain the confidence and cooperation of personnel contracted in the course of the work; write clear, accurate and concise reports; develop, implement and administer programs that meet identified community needs;
maintain an objective and empathetic understanding of mental illness, emotional and behavioral disorders. Incumbent will form cooperative relationships with other public and private providers and organizations as well as oversee clinically focused continuous quality improvement management functions.
- Provides leadership in planning, coordinating, and directing the activities and programs of behavioral health programs under the direction of the Director of Behavioral Health.
- Supports the establishment of and adherence to HHSA goals, policies, and procedures in compliance with all applicable laws and regulations.
- Supervises and provides training to clinical staff, including interdisciplinary treatment teams, in the provision of clinical mental health services, including: assessment, counseling, rehabilitation, and case management services to adults with mental illnesses and children with emotional or behavioral disorders.
- Provides supervision for licensure of clinical interns according to the requirements of the licensure.
- Administers clinical and administrative quality control/improvement/management program(s).
- Coordinates with HHSA Compliance team to ensure Behavioral Health division adherence with local, state, and federal regulations.
- Analyzes pending legislation affecting behavioral health services and recommends and/or implements appropriate policy and program changes.
- Develops training and evaluation standards.
- Maintains and monitors clinic schedules for efficiency.
- Provides minimal clinical mental health services with children, adults and their families or associates at the level agreed upon with the Director of Behavioral Health or designee.
- Collaborates with stakeholders in the development, implementation, and evaluation of programs to meet identified community needs.
