San Mateo County Health is seeking a Management Analyst to join the Health Care for the Homeless/Farm workers Health Program (HCH/FH), a program within San Mateo Medical Center that is funded by a grant from the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA), under Section 330 of the Public Health Act (covering Community Health Centers).

The mission of the HCH/FH Program is to serve homeless and farm worker individuals and families by providing access to comprehensive health care, in particular primary health care, dental health care, and behavior health services in a supportive, welcoming, and accessible environment. The program is governed by an independent Co-Applicant Board.

The Management Analyst will be an integral part of the HCH/FH team and will provide expertise in all general program administrative and management areas. This position requires a motivated individual with strong data analysis skills, critical thinking, fiscal comprehension, and oral and written communication skills. The ideal candidate will possess the following:

  • Federal grant experience, preferably Department of Health & Human Services (HHS), ideally with the Health Resources & Services Administration (HRSA) health center grants; federal grant reporting; federal Payment Management System (PMS);
    Grants.gov, and the HRSA Electronic Handbook (EHB).
  • Experience in contract management; solicitation (Request for Proposals), proposal evaluation, and contract negotiation.
  • One to three years of increasingly responsible experience performing a wide variety of financial and administrative duties and data analysis in a public agency with at least one year's experience in budgeting or another area of analytical responsibility.
  • Bachelor's degree from an accredited college or university with major coursework in public administration, health care administration, business administration, or a related field. Master’s degree is preferred.
  • Local government experience, health program experience, and familiarity with the California Brown Act is desired.
  • Knowledge of advanced principles and practices of public administration and program management, including planning, priority-setting, plan execution, performance measurement, resource allocation, budget development and continuous review, operational analysis, and program improvement.
  • Ability to analyze, organize, and condense a wide variety of moderate to complex budgetary issues and/or program subject matter into specific and detailed analysis and reports.
  • Skill in the effective use of automated systems and spreadsheet applications to perform complex mathematical and statistical calculations accurately, including preparation of data and budget reports, analysis, charts, tables and graphs.
  • Experience with HRSA’s Uniform Data System Report and HRSA’s Compliance Manual and Operational Site Visit process. Experience with the EPIC electronic health record system.
  • Ability to analyze complex problems accurately, develop practical recommendations, and take appropriate action to resolve them.
  • Communicate concisely and effectively both orally and in writing, and to summarize and clearly convey complex financial and data structures, concepts, formulas and budgetary or program relationships to a non-technical audience in staff reports, worksheets, instructions, and reports
  • Ability to build strong effective relations with executive level management and staff; as well as establishing effective partnerships with others by using a participatory style in reaching solutions to problems.
