Under general direction, the incumbent assists with planning, organizing, directing, and managing the special districts administration (special districts) functions, operations, and services. This includes providing day‑to‑day direction and management for water treatment and distribution facilities, sewage systems, and wastewater treatment plants, as well as developing and administering contracts and ensuring regulatory compliance. They also handle special assignments as directed by the Special District Administrator and perform related duties as assigned.

Minimum Qualifications

Pattern 1

Five (5) years of full‑time increasingly responsible experience in planning, development, construction, operations, and maintenance of water distribution and treatment systems, and/or sewage systems, and wastewater treatment plants; and at least two (2) years in a management or supervisory position.

And either

  • Possession of a valid California Grade D2 Distribution Operator Certificate, and a valid California Grade T2 Water Treatment Operator Certificate;
    or
  • Possession of a valid California Grade 2 Wastewater Treatment Plant Operator Certificate.

The ability to obtain all three (3) certificates within one (1) year from date of appointment is required.

Pattern 2

Equivalent to a Bachelor's degree from an accredited four‑year college or university with major coursework in civil engineering, sanitary engineering, or a closely related engineering discipline.

AND

Two (2) years of full‑time increasingly responsible experience in planning, development, construction, operations, and maintenance of water distribution and treatment systems, and/or sewage systems, and wastewater treatment plants; and at least one (1) year in a management or supervisory position.

Additional directly related experience and/or education may be substituted.

Deputy Special Districts Administrator I

Definition

Under general direction, assists with planning, organizing, directing, and managing the special districts administration (special districts) functions, operations, and services; provides day‑to‑day direction and management for water treatment and distribution facilities, sewage systems, and wastewater treatment plants; develops and administers contracts; ensures regulatory compliance; performs special assignments as directed from the Special District Administrator; and performs related duties as assigned.

Distinguishing Characteristics

This management classification has responsibility for assisting with the management and direction of Special Districts operations, functions, and services. The incumbent serves as the day‑to‑day manager for the water treatment and distribution facilities, sewage systems, and wastewater treatment plants.

This classification is distinguished from Deputy Special Districts Administrator II in that incumbents are not licensed Civil Engineers. If incumbents become licensed Civil Engineers, they will be eligible for promotion to the Deputy Special Districts Administrator II classification.

Supervision Received and Exercised

Receives general direction from the Special District Administrator. Exercises supervision over professional, technical, and administrative support staff.

Essential Duties

  • Plans, organizes, assigns, supervises, reviews, and evaluates the work of staff through subordinate managers and/or supervisors.
  • Recommends selection of staff; provides for training and development; conducts performance evaluations; and administers discipline, as required.
  • Assists with developing and implementing department goals, objectives, policies, and practices; develops work processes and sets standards.
  • Assists with preparation and control of the department’s budgets; monitors/approves expenditures and revenue; administers and oversees contracts and procurement activities.
  • Assists with the planning, organizing, directing, and managing the functions, operations, services, and activities of special districts.
  • Oversees the planning, design, construction, and maintenance of water treatment and distribution facilities, sewage systems, and wastewater treatment plants; approves change orders.
