The Head of PMO Services leads the central PMO capability, responsible for the provision, deployment, and performance management of skilled PMO resources that support successful delivery of strategic, regulatory, and transformation initiatives across the bank. The role ensures projects are delivered with discipline, consistency, transparency, and control by establishing strong governance, high‑quality delivery standards, and a scalable PMO talent model. It balances rigour with practical business enablement, ensuring PMO services accelerate delivery to achieve business outcomes.

Role

Is Accountable For
  • Building and managing ‘PMO as a Service’ for the bank, matching talent to projects based on business priorities and ensuring transformation delivery teams are equipped with the high‑quality PMO expertise required to succeed.
  • Partnering with the Group Transformation Office to ensure centrally developed methodologies, standards, tools and frameworks are adhered to in line with the bank’s Change Delivery Standards (CDS).
  • Managing talent deployment, capacity planning, workforce development, and stakeholder alignment to maximise skills fungibility and the value of the organization’s transformation investments.
Key Responsibilities Resource Management
  • Lead a centralised PMO services model – PMO as a Service – across the organization to support programme/project initiatives where needed.
  • Manage supply and deployment of PMO resources to initiatives based on skill sets, capacity, and business needs, while aligning to the change delivery operating model (including rightsising criteria and location strategy) and design principles.
  • Partner with the Head of PM Resource Management, Program Directors/Business COOs to forecast resourcing demand, prioritise allocation across competing initiatives, and influence build/buy/borrow decisions.
  • Monitor utilisation, ensuring balanced workloads and optimal use of talent, deploying the right skills to areas of highest value at speed.
  • Maintain an enterprise‑wide view of PMO resourcing (demand vs capacity), identifying gaps relative to delivery requirements.
  • Contribute to updates of actual and forecast resource information in Clarity to ensure accurate programme reporting and transparency.
  • Support resourcing decisions by surfacing staffing needs/constraints to the Programme Manager, including impacts to timelines and delivery plans.
Governance & Delivery Standards
  • Ensure all programmes and projects supported by PMO services operate in line with CDS and programme controls, embedding consistent delivery standards and best practices.
  • Establish and maintain the required governance framework (cadence, forums, artefacts) to enable consistent oversight and decision‑making, and provide visibility on PMO delivery performance, compliance posture and control gaps.
  • Escalate non‑adherence, control weaknesses and delivery risks to Programme/Project governance forums as required.
  • Identify and address delivery gaps through coaching and early intervention rather than escalation alone.
Risk & Issue Management
  • Identify, Escalate and resolve resourcing issues that could hinder or delay resourced projects.
  • Proactively engage with project teams to resolve any resourcing issues or conflicts arising from projects in a solutions‑oriented manner.
  • Support effective programme oversight by ensuring risks/issues are accurately updated in Clarity and reflected in governance reporting.
  • Coordinate with risk and issue owners to reassess residual risks and mitigation plans.
Stakeholder Partnership and Service Leadership
  • Act as the accountable leader for PMO services, representing the function to senior business and functional stakeholders.
  • Establish PMO as a trusted delivery partner, positioning services as an enabler of outcomes rather than a process enforcer.
