Public Works Supervisor (Exempt)

Supervision to Parks and Stormwater 4x10 Schedule, Mon–Thurs (6:30 am - 5 pm) Occasional evening and weekend work may be required $49.6936 - $66.5940 per hour, $ -  annually (3.2% COLA effective 7/7/26)

Summary/Objective

Under general direction of the Public Works Superintendent, the Public Works Supervisor plans, organizes, and supervises the daily operations of the Parks and Stormwater Divisions. This position provides direct supervision to assigned staff, ensures maintenance programs are effectively implemented, oversees contractor performance, and ensures compliance with applicable regulatory requirements.

This is a first-line supervisory classification responsible for day-to-day operational oversight of assigned Public Works divisions. The position is distinguished from the Public Works Superintendent by its focus on operational execution rather than strategic planning, policy development, and department-wide management. The Public Works Supervisor exercises independent judgment in directing operations within established policies and procedures and serves as the primary liaison between field staff and management.

  • Plan, assign, supervise, and evaluate the work of Parks and Stormwater division staff, including Lead Workers and inspector/maintenance personnel.
  • Establish daily work priorities and ensure efficient use of personnel, equipment, and resources.
  • Plan, coordinate, and oversee maintenance programs for parks, landscaped areas, irrigation systems, stormwater infrastructure, graffiti abatement, and related public facilities.
  • Oversee implementation of stormwater maintenance and inspection programs to ensure compliance with NPDES, MS4, reclaimed water requirements, and herbicide application regulations.
  • Ensure field operations are completed safely, efficiently, and in accordance with City standards; enforce safety policies, conduct safety meetings, and halt unsafe work when necessary.
  • Respond to emergency situations, including storm events, flooding, and infrastructure failures; serve as a secondary on-call contact and coordinate field response efforts as needed.
  • Coordinate and support City operations and special events, including park preparation, logistics, and staff assignments; communicate effectively with residents, contractors, and stakeholders.
  • Administer progressive discipline up to and including written reprimands; document performance issues and recommend higher-level disciplinary actions.
  • Conduct performance evaluations, training, and ongoing coaching and professional development.
  • Oversee contractor performance for parks and stormwater services; serve as the primary point of contact, provide field direction, and resolve performance issues.
  • Coordinate activities between Parks and Stormwater Divisions and with other City departments to ensure effective service delivery.
  • Respond to service requests, complaints, and operational issues; adjust priorities as needed to meet service demands and ensure timely resolution.
  • Provide technical guidance and troubleshooting support to field staff and Lead Workers.
  • Read and interpret plans, specifications, and construction documents to support maintenance activities and project coordination.
  • Coordinate and prepare documentation, reports, and supporting materials for regulatory audits, inspections, and annual reporting.
  • Ensure field activities, inspections, and maintenance records, including labor, materials, and equipment usage, meet regulatory and documentation requirements; coordinate with consultants and agencies as needed.
  • Oversee the use of asset and work order management systems to assign, track, and document maintenance activities; ensure data accuracy and completeness.
  • Monitor work order completion, response times, and maintenance cycles; generate reports to improve operational efficiency.
  • Identify infrastructure deficiencies and maintenance needs to support Capital Improvement Program (CIP) planning.
  • Coordinate with Engineering and other departments on project implementation and operational considerations.
  • Ensure maintenance standards, policies, and procedures are established and consistently applied.
  • Assist in the development of division budgets; prepare cost estimates, monitor expenditures, and identify cost-saving opportunities.
  • Approve routine purchases and expenditures within established authority limits.
  • Assist in the development of scopes of work, contract amendments, and service agreements; coordinate with Lead Workers for quality assurance and control.
