This position is organizationally located within the Hetch Hetchy Water and Power Division, and the reporting location is in Moccasin, CA (located 140 miles east of the San Francisco Bay Area, requiring a 5-hour round trip commute from the San Francisco Bay Area, by car in fair weather).

Role Description

Under direction of the Hetch Hetchy Water and Power (HHWP) Division Manager, the 0933 Operations and Maintenance (O&M) Manager at Hetch Hetchy oversees the day-to-day activities for the water and power facilities. This includes ensuring all activities comply with regulatory and policy requirements. The position oversees power generation (400MW), distribution and transmission (115 and 230 kV) systems, as well as water storage and conveyance systems up to 300 MGD.

The position also oversees land management and road maintenance activities. The O&M manager sets the priorities for maintenance activities and collaborates with other HHWP departments to achieve organizational objectives. The position oversees approximately 150 staff to perform tasks, with 6 direct reports (subject to change based on operational needs).

Essential Duties include but are not limited to
  • Plans and directs the efficient and effective operation and maintenance of the HHWP Project within SFPUC water and power objectives.
  • Responsible for the overall day-to-day management and supervision of all water and power systems and its personnel.
  • Ensures operations and maintenance activities comply with regulatory compliance requirements.
  • Monitors and controls maintenance expenditures to stay within the approved budget.
  • Recruits, hires, trains, provides for personnel safety, provides morale and support, supervises, and periodically evaluates employees in accordance with established SFPUC policies and procedures.
  • Initiates planning and development of work to be performed to assure the proper operation and maintenance of the HHWP Project and current industry standards, practices, and technologies are being applied.
  • In time of emergency, if needed, manages/oversees any of the HHWP projects' generation and water control facilities.
  • Promotes and maintains good community, utility, regulatory, and resource agency relations.
  • As directed, actively represents and advocates for the SFPUC's interests in public proceedings.
  • Plans water storage and releases in compliance with SFPUC water delivery requirements, instream release needs, operational needs, and energy generation requirements.
  • Performs other related duties as required.
  • Minimum Qualifications:

    Education: Bachelor’s degree in Engineering, Resource Management, Business Management, Project Management, Public Administration, or closely related field; AND

    Experience: Five (5) years of verifiable experience in operations and maintenance in a large water and/or power agency; AND three (3) years must include supervisory experience.

    Certifications:

    Valid California class C driver's license

    Education/Experience Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis, up to four (4) years of experience. One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units.

    Qualifications:
  • 1. Management experience in operations and/or maintenance for a publicly owned utility.
  • 2. Experience implementing NERC regulatory standards.
