The Position
The City of Del Mar Public Works Department is seeking a Facilities Specialist I/II. This position is open until the needs of the City are met, so interested applicants are encouraged to apply immediately. GENERAL PURPOSE Under general supervision, organizes, oversees, and supervises various contract work;
performs a wide variety of skilled, journey-level duties in leading, overseeing and participating in the work related to hands-on repair and servicing of City's facilities, buildings, mechanical, electrical and electronic equipment, devices and machinery used in the operation of the City's facilities; and performs related work as assigned.
DISTINGUISHING CHARACTERISTICS Facilities Specialist I is the entry-level class. Initially under direct supervision, incumbents learn and perform a variety of semi-skilled and skilled duties in the construction, installation, maintenance and repair of City buildings and facilities. This class is alternately staffed with Facilities Specialist II, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency that meets the qualifications for the higher-level class.
Facilities Specialist II is the full journey-level class in this series. Under general supervision, incumbents perform the full range of assigned duties. This class differs from the lower-level class in the skill level required in all of the classes' craft areas, and the complexity of assigned projects based on knowledge of the City's equipment, systems, standards and procedures. Assignments vary, may encompass a variety of tasks, seldom require detailed instructions, and require sound judgment and initiative

- Inspects and monitors buildings and facility systems to ensure proper settings and working order.
- Assists in managing facility, maintenance, special projects and service contracts and equipment warranties, including carpentry, heating and air conditioning HVAC, fire alarm, security systems, plumbing, electrical, painting, and other related facilities maintenance contracts.
- Monitors building and facility systems to ensure proper settings and working order.
- Assists in the development of specifications and bid documents and procurement processes including assisting with preparing scopes of work for facilities maintenance and contract awards in coordination with Public Works management.
- Assists in overseeing the day-to-day maintenance activities of City facilities including monitoring contractors and City staff performing maintenance and repair work in and around buildings and facilities to ensure the work is appropriately performed to City standards and contracts.
- As assigned, may train, supervise, and provide technical assistance and functional oversight to assigned staff, interns, contractors, and/or consultants performing facilities maintenance and repair work.
- Performs minor and some major facility repair and maintenance work. Performs diagnosis and repairs to small and large equipment.
- Operates, maintains, and repairs a variety of mechanical and power tools, equipment, and testing instruments.
- Coordinates activities with other sections and departments, as needed.
- Ensures the timely and accurate completion of preventive maintenance activities as assigned.
- Maintains accurate records; orders supplies, parts, and materials; picks up parts as necessary; processes related invoices.
- Assists with maintaining database inventories for the facilities management system.
- Assists in the preparation and monitoring of the facilities maintenance section budget and facilities maintenance related policies and procedures.
- Assists with investigating and resolving facilities and buildings related complaints and citizen inquiries; makes recommendations to management.
- May respond to facility emergencies, including during off-hours, as needed.
- Ensures adherence to safe work practices and procedures.
- Performs other duties of a similar nature or level
Minimum Qualifications
Knowledge of:
Basic principles, practices, tools, and materials relating to the maintenance and repair of City buildings, facilities, and fixtures. Principles, theories and standard practices of maintenance trades as they apply to maintenance and repair of facilities, structures, machinery, and equipment. Basic electrical, carpentry, plumbing, building maintenance practices, heating, ventilation, and air conditioning systems (HVAC). Methods, practices, techniques and equipment used in the construction, maintenance and repair of electrical systems, carpentry, plumbing system, security systems, painting techniques.
