Shelter Stability Advocate / Technician
The Shelter Stability Advocate will provide permanent and affordable housing resources and linkages to appropriate services for individuals experiencing homelessness or at risk of homelessness, including those with complex health or behavioral conditions. The Technician will assist and support homeless or at‑risk individuals enrolled in CFW’s housing programs, working directly with program participants.
This position performs case management and eligibility tasks, participates in community outreach activities, works with community partners to expand knowledge and availability of housing resources in our service area, and contributes to the goals of the Community & Family Wellness Department.
Essential Duties and Responsibilities- Conduct case management and eligibility assessments.
- Provide permanent and affordable housing resources and linkages to services.
- Engage in community outreach and work with partners to expand resource availability.
- Contribute to the goals of the Community & Family Wellness Department.
- Associate's degree equivalent to four (4) years of experience.
- Bachelor's degree equivalent to eight (8) years of experience.
- General knowledge of typical office technologies such as computers, printers, copiers, fax machines, and common office software.
- Knowledge of the history, culture, and organization of the Tolowa Dee‑ni’ Nation and the Tolowa people.
- Knowledge of current issues in the field of social welfare, including domestic and family violence, sexual assault, stalking, and public welfare programs at the federal, state, and local levels.
- Knowledge of the Indian community, its organization, and needs.
- Knowledge of community support systems, health care, and human service resources.

- Ability to manage time and organize work to ensure efficient performance.
- Ability to follow policy, procedures, and instructions, and to communicate with supervisors to ensure understanding.
- Ability to understand and manage citizen confidentiality.

- Interpersonal skills and teamwork.
- High School Diploma or equivalent (GED).
- Two years of practical experience in social and/or community services, including determining eligibility and case management for services such as childcare subsidies, TANF, CalWORKs, or housing assistance subsidies.
- Valid state-issued driver’s license and/or the ability to obtain a California or Oregon driver’s license; must be insurable under the Nation’s insurance policy.
- Use hands and arms to operate office or field equipment.
- Sit more than half the workday.
- Stand and/or walk less than half the workday.
- Bend, stretch, twist, crouch, and/or reach.
- View electronic monitors for prolonged periods.
- Use hands and arms for repetitive motion tasks consistently for more than one hour at a time.
- Lift or carry unaided less than 50 pounds.
- Push or pull using moderate force.
- See and hear with normal acuity.
- Work is conducted in a standard office environment.
- Moderate travel is required (up to 50% of the time).
- Work may occur in confined spaces and in areas of high noise and/or variable temperatures.
- All employees must submit to a background check and comply with Tribal, federal, and state laws.
- All employees must comply with the drug‑free workplace policy and be subject to pre‑employment, random, for‑cause, and post‑accident drug and alcohol testing.
- Qualified American Indian Preference applies.
