Duties
* Analyzes and approves causative research worksheet statements for all unresolved discrepancies in accounts.
* Maintains, directs, and controls fund obligation authority within assigned area.
* Furnishes advice and assistance to the cost center managers, financial committees, and comptroller personnel during the formulation, preparation, and revision of the operating budget.
* Performs review of surveillance reports and interprets the statement of work and statistical and key performance data (such as fleet vehicle in-commission rate, vehicle utilization, accuracy of Vehicle Authorization List, and frequency that freight meets required delivery date) data to determine how effectively the transportation account is being managed.
* Reviews and approves all contractor-generated supplements, operating instructions and governing directives affecting the transportation activity, identifies redundant and changed requirements and initiates action to streamline processes.

* Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

* May be required to travel by commercial or military aircraft or vehicle in support of temporary duty (TDY) assignments.
* May be required to work an uncommon tour of duty in support of the Reserve mission.

Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Specialist, Series 2101. SPECIALIZED
EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the transportation function(s) of the position to be filled. Practical knowledge of industry practices and procedures and the established regulations, requirements, and techniques related to vehicle management, vehicle/fleet maintenance, and traffic management.
This knowledge is used to perform independent work involving a well-defined project that requires the application of standardized vehicle management and traffic management methods and procedures. The work requires skill in analyzing and interpreting technical transportation requirements and guidelines to perform a variety of assignments for which there are general precedents. Knowledge of transportation regulations to analyze and resolve problems of a procedural or factual nature, e.g., determining mode and carrier according to priority assigned shipments or consolidating shipments to achieveeconomies in the packing and movement of material and the movement of passengers.
Knowledge of transportation requirements of the organization is used, for example, to evaluate day-to-day operations to ensure efficient and economical use of carrier services; resolve problems associated with the movement of passengers and their household goods; and/or, develop transportation plans for individual items including any special handling; packaging, or other unique requirements. Knowledge of functional environmental protocols for transportation. Knowledge of any terminology and procedures of budgeting and/or accounting and finance required for budgetary duties.

EDUCATION:
Successfully completed a master's degree or 2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree or LL.B or J.D, if related, major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
