Reporting to the Chief Financial Officer, the Manager of Finance, Deputy Treasurer provides leadership of the accounting, financial reporting, and procurement functions for the City. Responsible for the external financial reporting including the audited financial statements and the financial information return (FIR) submission to the Ministry of Municipal Affairs and Housing (MMAH). Develops and implements policies, processes and internal controls needed to ensure compliance with Generally Accepted Accounting Principles (GAAP) and Public Sector Accounting Board (PSAB) standards.
Oversees management of the City’s investment portfolio, debt programs, reserves, and accounts payable operations. Contributes to corporate financial strategies aligned with Council priorities and regulatory requirements. Designated backup to the Chief Financial Officer, as required.
- Provides leadership of the accounting, financial reporting, and procurement functions, including assignment, prioritizing and review of work, training/coaching, performance evaluation, and responsibility for hiring, termination, and discipline of staff.
- Leads the external financial reporting for the City, including external annual audit planning and coordination, preparation of audit working papers, audited consolidated financial statements and the financial information return (FIR) submission to the Ministry of Municipal Affairs and Housing (MMAH) ensuring accuracy, timeliness, and compliance.
- Manages the City’s investment portfolio, in excess of $300 million, ensuring compliance with legislation and policies while optimizing returns and liquidity to support financial sustainability.
- Manages the debt issuance strategy, forecasting, repayment planning, and compliance with statutory and policy requirements and makes recommendations to the CFO.
- Manages the City’s accounts payable operations, including internal controls and processing in accordance with approved policies and procedures to ensure timely payment to vendors while safeguarding the City’s assets.
- Manages the City’s treasury operations including banking administration, and liquidity monitoring, ensuring strong internal controls.
- Leads the City’s procurement function, ensuring compliance with by‑laws, trade agreements, and legislation. Oversees complex tenders and contracts.
- Responsible for developing the annual budget for the procurement portfolio and accountable for annual spend to approved budget.
- Provides strategic direction and guidance of financial systems, ensuring integrity, security, and effective integration. Ensures proper design, operation and maintenance of the financial systems including the general ledger, cash management, accounts payable, payment processing, tangible capital assets, procurement, as well as the integration with various supporting systems.
- Develops and implements comprehensive accounting and financial reporting practices, policies and processes. Maintains internal controls to ensure consistent, accurate, and reliable financial information and mitigate risk.
- Develops, implements, and maintains procurement policies to deliver value for money, risk mitigation, maintain compliance and best practices.
- Leads and participates in finance‑related projects and corporate initiatives.
- Designated backup to the Chief Financial Officer, as required.
- Other duties as assigned.
Accounting designation (CPA, CA, CGA, CMA) with University Degree in Business or closely related field.
Experience and Knowledge- Accounting at an advanced level.
- Advanced experience using MS Office and Excel.
- Experience using SAP, Caseware, FMW considered an asset.
