Annually, DHCD finances approximately 2,700 units of multifamily rental housing up to 40 properties amounting to $350 million in construction and permanent financing.

Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low income housing tax credits, federal HOME funds and other federal funds. Additionally, DHCD administers rental assistance programs and innovative initiatives designed to expand affordable housing opportunities for persons with disabilities, increase the energy efficiency and sustainability of affordable multifamily developments, and preserve rental housing.

This position offers a salary range of $76,608 - $86,274/year, with potential for advancement up to $120,814 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $86,274/year.

POSITION DUTIES

The main purpose of this position is to review applications for compliance and administer federal and state grants that provide financial assistance for lower-income renter households residing in several local jurisdictions on Maryland's Eastern Shore. This position is also responsible for supervising a team of Development Officers who handle administrative grant-related activities. By implementing these grant programs, the role supports the department's mission to expand affordable housing opportunities for low-income citizens.

MINIMUM

QUALIFICATIONS

Education:

Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:

Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS
  • Experience in administering the Housing Choice Voucher Program or other federally assisted housing programs.
  • Experience monitoring program compliance, conducting quality control reviews, and preparing for HUD (Housing, Urban Development) audits or SEMAP (Section Eight Management Assessment Program) assessments.
  • Experience in leading or supervising a team, which includes setting clear objectives, fostering a collaborative environment, and ensuring effective communication among team members.
LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
