The Energy and Sustainability Analyst manages and analyzes municipal energy and greenhouse gas data to support mandated and voluntary reporting, budgeting, and planning. Reporting to the Project Manager, Level 1, the role provides analytic and program support for energy-efficiency and sustainability projects in City facilities, including tracking initiatives, grant writing and administration, new-initiative research, and use of tools such as Mass Energy Insight and ENERGY STAR Portfolio Manager.
ESSENTIAL JOB FUNCTIONS AND DUTIES:

* Manage municipal energy and greenhouse gas emissions data to support energy efficiency, emissions reduction, and sustainability across Department of Public Works (DPW) managed facilities and operations and City departments.
* Oversee tracking and analysis of municipal energy performance and greenhouse gas emissions reductions
* Coordinate with City departments and energy utilities to ensure that energy meters are functioning as expected and that utilities are collecting accurate meter reads for electricity, natural gas, and other energy sources; flag and resolve metering discrepancies.
* Track and analyze EV charging data at City-owned chargers to monitor public and fleet usage, primarily utilizing data from ChargePoint and similar platforms; report on utilization trends and inform planning decisions.
* Prepare and submit required annual energy and emissions reports, including: DOER's Green Communities annual report, the City's Building Energy Use Disclosure Ordinance report, DOER Large Building Energy Reporting, and other mandated local, state, or program reports.
* Perform routine data quality checks to ensure that data reported to the City by utilities are accurate and complete, including reviewing utility bills and monthly municipal energy data for errors or anomalies; investigate and resolve discrepancies.
* Work closely with the Public Buildings Division, facility managers, and fleet managers to maintain high-performing municipal facilities through ongoing monitoring of energy trends and management of energy use, coordinating with other departments and utilities to ensure electric and natural gas meters function properly and accurate meter readings are collected.
* Collaborate with Capital Buildings Projects and other facility-improvement teams to identify and track metrics for high-performance buildings.
* Assist with coordinating and overseeing energy-efficiency, Clean Fleet, and other sustainability projects.
* Assist with project planning and implementation through grant writing and administration.
* Develop new initiatives by researching best practices in energy management and sustainability and collaborating with facility managers and City work groups to implement them.
* Perform other duties as required.
QUALIFICATIONS:
Education/Experience
* Bachelor's degree in engineering, environmental science, sustainability, data analytics, public policy, or a closely related field;
* Two (2) years of related professional experience;
* An equivalent combination of education, training, and experience may be considered.
Knowledge, Skills, and Abilities:
* Technical experience should include strong data and analytical skills, preferably applied to energy efficiency, facility management, and renewable energy technology, policy, and programs.
* Ability to coordinate projects and build consensus.
* Excellent organizational, communication, computer, writing, and analytical skills.
* The ability to work independently and take initiative.
* In-depth understanding of climate change and energy issues, including direct experience in implementing energy efficiency and sustainability projects.
* Ability to work and interact effectively with individuals and groups across diverse identities, cultures, backgrounds, and ideologies.
