Assistant Finance Director/Assistant Town Accountant

The Town of Hudson seeks a detail-oriented and highly motivated professional to join our Finance Department as the Assistant Finance Director / Assistant Town Accountant. This position plays a key role in supporting the Town’s financial operations, ensuring compliance with state and local regulations, and maintaining accurate financial records. Key responsibilities include managing the Town’s accounting functions, such as general ledger, accounts payable, and payroll;

preparing and analyzing financial reports; and collaborating with department heads and staff to provide financial guidance. Essential qualifications include a Bachelor’s degree, preferably with a concentration in Accounting, strong knowledge of Massachusetts municipal finance laws and GAAP, proficiency in financial software such as Munis and Vadar, and excellent analytical, organizational, and communication skills.

Distinguishing Characteristics
  • Replaces Finance Director/Town Accountant in his/her absence.
  • Assists the Finance Director/Town Accountant in the performance of his/her statutory and other defined duties.
  • Has general knowledge of other positions in the Finance Departments and is able to fill in on an as-needed basis.
  • Provide research and administrative support to the Finance Director/Town Accountant.
  • Requires a high degree of judgement.
  • Has frequent contact with other departments, taxpayers, state and local officials and organizations, and the public, which requires tact, clarity, and confidentiality.
  • Has access to confidential information related to policy development and personnel matters.
  • Moderate physical effort may be required in certain circumstances, such as computer or furniture relocation or the movement of boxes of paper or files.
  • Immediate supervisor of Finance Department staff, including Treasurer/Tax Collector, Administrative Secretaries, and Clerks in the absence of the Finance Director/Town Accountant.
Examples
  • Supervises the reconciliations of Cash, Accounts Receivable, and other major General Ledger balances.
  • Reconciliation of Revenue Ledger and Expenditure Ledger to the General Ledger.
  • Prepares and submits quarterly cash reconciliations to the Department of Revenue.
  • Assists Finance Director/Town Accountant in the preparation of Schedule A to the Department of Revenue.
  • Prepares various portions of the Schedule 1 and Schedule 19 of the School End of the Year Report.
  • Assists Finance Director/Town Accountant in the preparation of the Tax Rate Recapitulation form.
  • Signs and authorizes Town Payable and Payroll Warrants in the Town Accountant’s absence and on an as needed basis.
  • Attends meetings including department head meetings in the absence of the Finance Director/Town Accountant and on an as needed basis.
  • Monitors the balances of appropriations and grants to prevent expenditures in excess of amounts allowed.
  • Investigates instances of non-compliance of internal control procedures and recommends changes to stated procedures.
  • Reviews Variance Report for overall appearance and appropriateness.
  • Suggests and tests improvements to the Town’s Accounting and Financial Systems.
  • Assists in the development of Finance Department payroll and expense projections and assists in monitoring budget-to-actual.
  • Assists in the development and projections of Free Cash.
  • Analyzes Allowance for Abatements and Exemptions and supervises reconciliations.
  • Assists external auditors and prepares analysis’s and reconciliations as needed. Answers auditor’s inquiries.
  • Authorizes parking ticket voids under the direction of the parking clerk.
  • Assists in the preparation of Financial Statements.
  • Maintains General Ledger, Revenue Ledger and Expenditure Ledger.
  • Maintains Charts of Accounts.
  • Initiates and records recurring and non-recurring journal entries.
  • Provides accurate and timely reports periodically and on an as needed basis.
