Job Description SummaryThe Program Finance Analyst 2 collaborates with internal and external customers as the business partner of choice to provide financial acumen, accuracy, and dedicated support for significant defense contracts.
Duties / Responsibilities- Provide timely and accurate metrics on schedule and cost performance utilizing Earned Value or related processes.
- Support all baseline development activities and development of charge numbers and WBS as applicable.
- Provide updates/changes as required, for programs with and without Earned Value requirements, in applicable tools (ERP or Cobra).
- Provide analysis and reports on the performance variances to budget and assist with recovery plans as needed.
- Analyze and report risks & opportunities to the baseline cost, schedule, and the EAC.
- Ensure timely maintenance of the Project-Activity Structure (Charge Numbers).
- Provide timely completion of the Estimate at Complete (EAC) process, including processing time-phased estimate to complete updates and EAC package support for Program Financial Planning and Reporting.
- Develop and monitor the program level time-phased plan to support an overall program level view of revenue for forecast, budget, and 5-year planning processes.
- Provide the financial data inputs, analysis, and applicable variance narrative for Program Management Reviews (PMRs) and Quarterly Business Reviews (QBRs).
- Provide timely invoicing and collection of customer receivables.
- Review and communicate the status of program financials, including funding status and disposition of funding subject to cancellation.
- Perform other duties as assigned.
- Proficient in using EVMS principles with proven expertise.
- Knowledge of program financial controls with DoD programs.
- Knowledge of relevant federal acquisition regulations and standards such as CAS/FAR/DFARS.
- Understanding of different contract types (FFP, FPIF, CPFF, CPIF, T&M).
- Knowledge of relevant accounting subject matters, including revenue recognition.
- Ability to present complex information to all levels of management.
- Excellent verbal and written communication skills.
- Proficient with Microsoft software applications.
- Strong Excel skills.
- Excellent analytical and problem-solving ability.
- Ability to multi-task and be detail oriented.
- Ability to ensure tasks are completed on time and accurately.
- Self‑starter capable of working independently.
Education:
Bachelor’s degree in Accounting, Finance, or a related discipline;
Master’s degree preferred.
Experience:
3–5 years of related experience.
