Regulatory Compliance Specialist
ReSource Waste Services LLC is looking for a dedicated and experienced Safety Manager for our hauling division which includes Northeast Recycling and CL Noonan.
POSITION SUMMARYThe Safety Manager is responsible for ensuring a safe, healthy, and accident-free work environment across multiple hauling company operations. This role provides support to leadership in the development and implementation of loss prevention programs, safety objectives, policies, procedures, and training programs. The position is critical to maintaining compliance with OSHA, DOT, state, and federal regulations while promoting a proactive culture of safety, integrity, and service.
PRINCIPALRESPONSIBILITIES
- Provide technical expertise and consultation to leadership to promote and implement safety-related training programs that drive sustainable, proactive safety-conscious behaviors.
- Maintain and enforce company safety policies in compliance with OSHA, DOT, state, and federal regulations.
- Develop, implement, and monitor loss prevention and safety programs, including Key Performance Metrics (KPMs).
- Assess loss control activities and ensure effective communication, training, and development of critical safety skills.
- Train employees on safety policies, accident/injury prevention, safe work practices, and new safety initiatives.
- Coordinate safety orientation and onboarding programs for new hires.
- Conduct facility, project, and operational safety inspections to identify hazards and implement corrective and preventive measures.
- Investigate accidents, injuries, vehicle damage incidents, and near misses; analyze trends and recommend corrective actions.
- Participate in investigations of serious accidents and monitor supervisor investigations of minor incidents.
- Respond to OSHA and DOT complaints, notices of violation, inspections, audits, and regulatory reviews.
- Ensure compliance with OSHA regulations and Federal and State Department of Transportation requirements, including recordkeeping.
- Compile and maintain safety reports, training records, accident reports, hazard analyses, and monthly safety performance metrics.
- Develop and write Job Hazard Analyses (JHAs) and assist with specialized safety monitoring activities.
- Manage safety incentive programs and safety recognition initiatives.
- Oversee return-to-work, modified-duty, and transitional-duty programs in partnership with HR and operational leadership.
- Support monthly employee safety meetings and ensure consistent communication of company safety values.
- Collaborate with vendors, project managers, supervisors, HR, Claims Managers, and operational leadership to ensure safety standards are met.
- Participate in OSHA and DOT compliance inspections, audits, and reviews.
- Perform other job-related duties as assigned.
- Experience in solid waste industry hauling, recycling and transfer stations
- Strong knowledge of OSHA, DOT, and other applicable health and safety regulations.
- Experience developing and managing workplace safety and loss prevention programs.
- Ability to conduct accident investigations and implement corrective action plans.
- Strong communication, coaching, and training skills.
- Proficiency in safety data management, reporting, and MS Office applications (Word, Excel, and PowerPoint).
- Excellent organizational skills with the ability to manage multiple priorities in a fast-paced environment.
- Strong customer service, problem-solving, and interpersonal skills.
- Ability to write reports and correspondence with minimal direction.
- Professional safety certification through a nationally recognized organization (e.g., National Safety Council) and/or a college degree in Safety Management.
- Successful completion of a 30-hour OSHA compliance course or equivalent.

Starting pay is based on experience.
Pay range: $87,000 – $120,000.
