  • Expected 2026 Hiring Range: $45.65 – $48.68 per hour ($94,952.00 – $ annually)

General Definition of Work

Performs work supervising operations and staff, overseeing case management, providing guidance and assistance to staff on cases, interpreting and implementing federal and state statutes, reviewing operations and ensuring compliance with regulations, and related work as apparent or assigned.

Work is performed under the general direction of the Health and Human Services Division Leader.

Supervision is exercised over assigned personnel.

Essential Functions
  • Supervises, develops, and trains the staff assigned; provides leadership and guidance to unit members; coordinates work assignments; consults on cases and gives recommendations.
  • Oversees, analyzes, reviews, and develops unit policies and procedures for the implementation of state and federal statutes and rules; ensures the health and safety of clients; conducts maltreatment investigations; interprets policy in the provision of assessments and case management.
  • Leads unit, sub‑unit, case consultation, and interdisciplinary meetings.
  • Ensures fiscal responsibility of the programs assigned; analyzes practices and processes affecting revenue; implements policies and trainings related to the financial operations of the Social Services assigned unit; creates and monitors annual budget line items for the assigned unit.
  • Assists with the coordination and maintenance of the assigned systems and/or commissions.
  • Handles complaints and requests for records; processes records; ensures data practices and HIPAA standards are followed.
  • Initiates and monitors compliance with unit operations.
  • Performs other related duties as assigned.
Minimum Qualifications
  • Bachelor’s degree in social work, clinical psychology, counseling psychology, human services administration, or related field and considerable experience supervising social work operations, reviewing and assigning cases, ensuring compliance with regulations, or equivalent combination of education and experience.
  • Must possess and maintain a valid driver’s license.

  • Knowledge of the principles, techniques, and practices of social work and social work supervision.
  • Knowledge of Federal and State Laws and programs relevant to human service programs.
  • Knowledge of social and economic problems.
  • Knowledge of human behavior and psychological implications.
  • Knowledge of the operations, procedures, and services of the County, of community resources, and the functions of other social service and financial agencies.
  • Knowledge of current Federal and State laws relevant to human service programs, and an understanding of the State Human Services programs and the County's relationship to these programs.
  • Ability to plan, organize, supervise and evaluate the work of others.
  • Ability to organize work efficiently and effectively.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to supervise and stimulate staff growth and development.
  • Ability to adapt and change to meet complex needs and law changes.
  • Ability to assist in the formulation of social service programs.
  • Ability to write contracts and grants.
  • Ability to collect and interpret data and fiscal management procedures.
  • Ability to analyze program functioning and recommend sound alternatives of restructuring.
  • Ability to establish and maintain effective working relationships with co‑workers, clients, and the community in general.
  • Ability to maintain a regular and timely work attendance.
