Job Description Leadership and Strategic Planning
  • Provides executive leadership for all center operations in compliance with the Ohio Revised Code.
  • Establishes organizational goals, objectives, policies, and long‑ and short‑term plans.
  • Directs department heads across clinical, residential, administrative, and support service areas.
  • Leads the center’s Trauma‑Informed Care strategy and implementation.
  • Represents the center on division committees and in professional forums.
Program and Service Oversight
  • Ensures delivery of high‑quality habilitation, medical, clinical, and support services.
  • Conducts ongoing evaluation of programs, departments, and service outcomes.
  • Ensures resident needs are met, rights are protected, and environments are safe, clean, and well‑maintained.
  • Coordinates community resources and volunteer involvement.
Regulatory Compliance and Quality Assurance
  • Maintains Medicaid certification, DODD licensure, and compliance with ICF/IID standards.
  • Ensures adherence to accreditation, state, and federal requirements.
  • Oversees effective EEO, ADA, and equitable human resources practices.
  • Develops required reports, maintains operational data, and responds to information requests.
Financial and Operational Management
  • Coordinates biennium budget requests and expenditures with the Fiscal experts.
  • Operates the center within approved budgets and ensures cost‑effective practices.
  • Oversees capital planning, facility needs identification, and project execution.
  • Manages staffing structures, organizational design, and personnel actions.
Human Resources and Labor Relations
  • Collaborates and coordinates Human Resources functions at the developmental center.
  • Approves staffing proposals, leave requests, commendations, and disciplinary recommendations.
  • Collaborates with the administrative team on personnel, labor relations, and policy development.
  • Oversees administration of labor agreements and progressive discipline policies.
Stakeholder and Community Engagement
  • Maintains positive relations with county boards, providers, families, advisory groups, and the community.
  • Strengthens partnerships that support the center’s mission and services.
  • Participates in public relations efforts and community outreach activities.

Qualifications
  • Completion of undergraduate core program in human services or health services related management field; 4 yrs. work experience as a supervisor of programs or services that provide behavioral healthcare services to individuals in area related to vacancy; 2 yrs. work experience in budget management; 1 yr. work experience in public relations.
