The Principal, Engineering Planning can be located in either Camden, NJ or St. Louis, MO. This role is responsible for strategic long‑term water and wastewater system planning and recommending projects or approaches to address complex issues related to source of supply, treatment, storage, pumping and transmission of water and wastewater.

Key responsibilities include conducting or reviewing water and wastewater system capacity and service evaluations associated with water service extension projects or other potential service growth opportunities, preparing detailed asset investment plans, and providing technical guidance to consulting project teams.

Key Accountabilities
  • Coordinate and prepare strategic water and wastewater system planning studies.
  • Prepare and maintain asset investment plans and strategic capital expenditure plans.
  • Conduct system capacity evaluations and analyze source, treatment, distribution/collection, pumping, and storage deficiencies.
  • Serve as a technical resource on water and wastewater system planning matters including capital planning, safe yield analysis, demand/load projections, treatment adequacy, collection, transmission and distribution adequacy, computer‑based hydraulic modeling, water conservation, and regionalization.
  • Support company‑wide performance goals and corporate engineering initiatives established by senior leadership.
Knowledge/Skills
  • High competency in water/wastewater system comprehensive master planning and capacity, condition, and performance assessment of related facilities.
  • Broad knowledge of engineering planning, design, and construction related to water and/or wastewater.
  • Strong knowledge of regulatory developments, new technology, and current trends in water quality, treatment, and engineering economics.
  • Applied knowledge of the water resources industry, business, and environmental regulatory field.
  • Strong process, project, and program management skills.
  • Strong quantitative skills.
  • Excellent written and verbal communication skills.
  • Effective interpersonal skills.
  • Leadership presence and ability to influence the organization.
  • Ability to solve routine and non‑routine issues, developing solutions to challenges.
  • Ability to execute with urgency while maintaining project management discipline and stakeholder engagement.
  • Financial analysis skills, including budget management and business modeling.
Experience / Education
  • Bachelor’s degree in engineering (Environmental or Civil preferred).
  • Advanced management or technical degree preferred.
  • 12+ years of experience in water resources engineering.
Certifications / Licenses
  • Professional Engineering (PE) license required.
  • Valid driver's license required.
  • Primarily office work; occasional field investigations at water/wastewater facilities.
Travel Requirements
  • Periodic travel with overnight stays required; generally less than 10% of total time away from office.
Base Salary Range

$98,800 – $165,100 per year.
