Basic Purpose of Position
Under the direction of the Chief Financial Officer, and in collaboration with staff and stakeholders, the employee is responsible for managing special projects and reporting within the department, ensuring Compact and Bond Indenture compliance, preparing CFO reports and presentations, and the Annual Comprehensive Financial Report. The role involves collecting and assembling DRPA financial and statistical data to perform detailed modeling and analyses, developing reports to provide information that enables CFO and other senior executives to make informed decisions regarding the organization’s resources and finances.

Major Responsibilities and Duties- Serves as Project Lead or Project Team Member on Finance Division initiatives, projects, reports, and compliance matters.
- Prepares financial and operating analysis reports as directed by the Manager of Budget and Financial Analysis, Director of Finance, and CFO; utilizes standard and advanced financial and analytical problem‑solving techniques; develops, researches, and analyzes data from internal and external sources related to projects.
- Performs comprehensive analysis and regularly updates the financial forecasting model to support decision‑making, operational and capital funding, monitors debt cost coverage ratios and the general fund balance in accordance with standards, goals, and policy set by the CEO, CFO, Strategic Initiatives, Financial Advisors, and Rating Agencies.
- Acts as Project Manager for the Authority’s bond issuances, assists with updates for the Authority’s information for offering documents, collaborates with the bond team on ratings and investor presentations, coordinates due diligence documentation, and attends working group meetings to keep projects on schedule.
- Coordinates with staff and financial advisors and bond underwriters in developing, discussing, and reporting analysis material for bond rating agencies’ requests and periodic updates; provides financial information for incorporation into investor presentations.
- Leads the Annual Report to Governors and Legislatures of PA and NJ and the Authority’s Annual Comprehensive Financial Report; coordinates and collaborates with multiple departments and external auditors, ensures compliance with governmental accounting standards, prepares audited annual financial statements, and prepares statistical and other financial and operating materials for inclusion in the report; ensures timely submission to comply with Compact and Bond Indenture reporting requirements.
- Serves as liaison between the CFO and the Finance Division as directed by the CFO; may act as temporary interim manager when a department within the division is absent a permanent manager.
- Develops RFQ/RFP/RFI’s for the Division’s new or expiring services, prepares scope of work, evaluates proposals, makes recommendations, and prepares SS&R’s for Finance Committee and Board approval; prepares schedules and slide decks to support the recommendations.
- Collaborates with the Manager of Budget and Financial Analysis to review, edit, and issue budget call guidelines and forms, prepares analysis for budget hearings, and prepares overviews of budgets to align with the Authority’s strategic goals and bond covenants; prepares CFO budget presentation, required SS&R’s, and bond certifications.
- Maintains a traffic and revenue database; develops forecasts and monitors the traffic and revenue budget versus actuals.
- Assists the CFO with the collection, compilation, and analysis of materials, dashboards, and graphs needed for monthly financial statistics reports and CFO reports for Finance Committee and Board meetings; drafts summary statements and resolutions as requested; prepares slide decks for the CFO’s presentations.
