The Millbrook community continues to grow a diverse portfolio of economic development projects, creating benefits for First Nation members. Millbrook currently invests $1.2 million annually into trust funds for members under the age of 19.

To build on this momentum, Millbrook First Nation is seeking a dynamic, relationship-oriented Chief Financial Officer (CFO) with strong financial stewardship abilities and a successful financial history. The CFO will join an organization focused on necessary system changes that enhance economic and social growth.

The CFO will bring cultural sensitivity and awareness of First Nations communities, including the Indian Act, Indigenous Services Canada policies and programs, the First Nations Fiscal Management Act, and current social and economic challenges. Providing sound management of Millbrook’s finances and operations, this position will help shape strategic direction and support Senior Management, Finance staff, Chief and Council in realizing the community’s long-term vision.

You Would Contribute

As Chief Financial Officer, you will lead the organization’s financial strategy and operations, ensuring fiscal sustainability, sound governance, and informed decision-making.

Leadership
  • Provides strategic, financial, technical, and policy support to the First Nation Executive Director, Chief and Council, Finance Department, and Audit team.
  • Supports management with budgeting, forecasting, financial reporting, and monitoring of financial activities.
  • Leads the Finance Department, including training, mentoring, performance evaluations, and employee development.
  • Ensures Finance employees have the skills, tools, and knowledge to succeed.
  • Plans and coordinates short-, medium-, and long-term financial plans, statements, and audits, maintaining accountability for organizational finances.
  • Maintains Management Information Systems and ensures financial systems, policies, procedures, and internal controls are appropriately designed and effective.
  • Provides recommendations on revenue management, investments, risk, and financial information systems.
  • Provides full controllership functions to ensure finances are properly recorded and managed in accordance with legislation, policies, accepted accounting principles, and organizational practices.
  • Oversees accounting, internal controls, risk management, and asset management systems.
  • Leads overall financial management, including Accounts Payable, Accounts Receivable, bank reconciliations, payroll, and the Chart of Accounts.
  • Conducts financial analysis and forecasting and prepares monthly, quarterly, and other financial statements and reports.
  • Develops purchasing practices and monitors procurement systems.
  • Provides guidance on contracts, tendering, and RFPs in relation to the FAL.
  • Manages ISC and other reporting systems, including Year-End Management Reports, DCI Reports, employee benefits, OSFI, Pension, and CMHC.
  • Establishes effective cash flow controls and manages treasury, banking services, debt, and debenture requirements.
  • Monitors spending and recommends corrective action when required.
  • Manages investments and reserve funds.
  • Oversees payroll systems and processes to ensure compliance with payroll, pension, and benefits legislation.
  • Manages pension and benefits programs, including analysis and costing to ensure best value.
  • Provides advice on human resources planning and management.
  • Establishes a system to track receipt and disposal of fixed assets.
  • Leads strategic financial planning, including annual budgets, 5-Year Financial Plans, Long-Term Capital Plans, and Investment Plans.
  • Evaluates financial reporting systems, accounting procedures, and investment activities.
  • Monitors compliance with contracts, funding, expenditures, and Indigenous and non-Indigenous funding requirements. Prepares leases and property tax as they relate to First Nation land.
Financial Audits & Law
  • Develops and implements financial policies, systems, and procedures that meet organizational needs and administrative law requirements.
