Overview
The City of Stockton Community Services Department is seeking a Library Manager to lead the operations of selected branch libraries and to coordinate systemwide youth services. The role blends strategic leadership with day‑to‑day management, allowing the incumbent to shape programming for children, teens, and families while overseeing the success of multiple branch sites.
Responsibilities
Under the direction of the Deputy Director of Community Services – City Librarian, the Library Manager will:
Participate in the library management team and contribute to the development of departmental goals, policies, and service standards.
Plan, organize, schedule, supervise, review, and evaluate the work of professional, paraprofessional, and support staff.
Recommend staff selection and provide training and professional development.
Participate in library operations, including collection development, public service, community relations, and reference services.
Oversee collection and technical services, defining goals and policies for collections.
Conduct studies and recommend improvements for service delivery, capital expenditures, and program development.
Assist in budget planning and monitor expenditures.
Ensure facility upkeep and security of assigned facilities and equipment.
Represent the library in community organizations and public meetings, making presentations as required.
Maintain relationships with community groups, including Friends of the Library, and may serve on boards or commissions.
Develop bid specifications for materials, equipment, or services and administer assigned contracts.
Maintain records and prepare reports on division activities or related matters.
Participate in the development, updating, and maintenance of departmental work procedures and policies, interpreting library policies and procedures.
Perform any other duties as assigned.
Qualifications & Requirements
Education/
Experience:
Master’s degree in Library Science from an ALA‑accredited institution and at least two (2) years of lead or supervisory experience as a professional librarian.
Other Requirements:
Valid California driver’s license (optional for some duties).
Willingness to work evenings and weekends.
Knowledge & Skills
Knowledge Of:
Principles and practices of library services and administration.
Collection and needs assessment methods.
Theory and philosophy of library services.
Key reference sources across various fields.
Employee supervision practices.
Information systems, automation, and technology application.
Computer applications relevant to library work.
Budgetary principles and practices.
Skills In:
Planning, organizing, directing, coordinating, reviewing, and evaluating staff work.
Selecting and motivating staff and providing training.
Analyzing complex administrative problems and recommending solutions.
Developing, implementing, and interpreting policies and procedures.
Preparing clear reports, correspondence, and outreach materials.
Establishing effective relationships with staff, patrons, and community partners, including verbal presentation skills.
Physical/Mental Abilities
Mobility: frequent sitting, occasional walking, bending, climbing, kneeling, and twisting.
Lifting: occasional lifting of 10 pounds or less.
Vision: ability to read fine print and use visual display terminals.
Dexterity: constant typing, hand use, repetitive motion, writing, grasping, pushing, pulling, and reaching.
Hearing/Talking: constant hearing and speaking, occasionally speaking before large groups.
Special Requirements : occasional evening, night, and weekend work.
Psychological: constant concentration, decision making, public contact, and working alone under stress.
Environmental Conditions:
occasional exposure to indoor cold/heat and outdoor conditions.
Working Conditions:
primarily office environment, moderate noise, with variable locations.
