Permanent Highway Maintenance Worker 1 (HMW1) or Highway Technician 1 (HT1) – District 4, Mahoning County

Job Overview

This position is classified as either Highway Maintenance Worker 1 (HMW1) or Highway Technician 1 (HT1) depending on the applicant’s minimum qualifications. The role involves performing a variety of highway maintenance tasks on Ohio highways and bridges.

Responsibilities
  • Serve the public by ensuring roads in Ohio are safe and well maintained.
  • Attend training to obtain a Commercial Driver’s License (CDL); candidates who already possess a valid CDL may be considered for the appropriate classification.
  • Perform highway maintenance activities such as flagging, pothole patching, guardrail repair, litter pickup, mowing, and other routine maintenance tasks.
  • Execute snow and ice operations when required.
Compensation & Benefits
  • Base Pay: $20.85/hr for HMW1, $21.64/hr for HT1.
  • Full‑time schedule, 7:00 am – 3:30 pm.
  • Union representation: OCSEA.
  • Paid time off (vacation, sick, personal leave), 11 paid holidays per year, and regular pay increases (first increase after 4 months).

Qualifications

Highway Maintenance Worker 1: Formal education in arithmetic (addition, subtraction, reading, writing, speaking common English). Must obtain a Class B Commercial Driver’s License with tanker endorsement without an airbrake restriction.

Highway Technician 1: Formal education in arithmetic (addition, subtraction, decimals, percentages, fractions) and the ability to read, write, and speak common English. Requires 3 months of training or experience operating basic equipment, and a valid Class B Commercial Driver’s License with tanker endorsement without an airbrake restriction.

Technical & Professional Skills
  • Highway maintenance, equipment operations, CDL, transportation.

Additional Requirements
  • This position is overtime eligible under FLSA standards.
  • All bargaining‑unit new hires must complete a one‑year probationary period.
  • Final candidates will undergo a criminal background check and, if selected, a mandatory urinalysis for drug testing. Positive results will disqualify an applicant.
  • Applicants may be required to register in the FMCSA Drug & Alcohol Clearinghouse.
