Blue Hills Regional Technical School District is seeking a highly organized, relationship-centered Human Resources & Personnel Coordinator to lead all aspects of HR operations within a dynamic career and technical education environment. This role is a critical hub for employees, administrators, and union representatives. The ideal candidate brings sound judgment, a commitment to confidentiality, and a genuine passion for building a positive and supportive workplace culture.
The position requires working knowledge of Massachusetts public school employment practices, state and federal employment laws, collective bargaining agreements, and personnel administration.
- Manage all phases of recruitment: posting vacancies, screening applications, scheduling interviews, conducting reference checks, and preparing employment recommendations.
- Maintain applicant tracking systems and employment records.
- Partner with administrators on onboarding plans for new hires.
- Support recruitment initiatives for hard-to-fill vocational, academic, and support staff positions. Activities include, but are not limited to attending job fairs, editing job postings, and conducting interviews.
- Coordinate all pre-employment and new employee orientation activities.
- Ensure completion of employment documentation, CORI/SORI checks, fingerprinting, I-9 verification, and mandatory trainings.
- Maintain confidential personnel records in accordance with state and federal regulations.
- Track employee certifications, licensure, and renewal requirements.
- Coordinates exit interview process and communication of findings to management.
- Administer employee leave programs including FMLA, PFML, sick leave, ADA accommodations, and Workers' Compensation coordination.
- Monitor leave approvals and ensure compliance with contractual and legal provisions.
- Provide guidance on district policies, procedures, and employment practices with strict confidentiality.
- Support employee investigations, complaint intake, conflict resolution, and engagement initiatives.
- Maintain compliance with DESE regulations, labor laws, and district policies.
- Champion workplace culture initiatives that promote a positive, inclusive environment.
- Monitor and support educator and vocational instructor licensure requirements and renewals.
- Assist in administering collective bargaining agreements, including contract interpretation and implementation.
- Prepare reports and documentation for labor relations matters.
- Maintain grievance tracking and documentation.
- Participate in negotiations preparation as assigned.
- Prepare employment contracts, appointment letters, and personnel action forms.
- Generate staffing, vacancy, licensure, turnover, and workforce planning reports.
- Support educator evaluation processes and personnel compliance requirements.
- Assist with HR technology systems, continuous improvement initiatives, and policy and handbook maintenance.
- Performs all other duties assigned by the Superintendent-Director.
- Bachelor’s degree in Human Resources, Business Administration, Public Administration, Education or a related field.
- Five (5) to Eight (8) years of progressively responsible experience in human resources, personnel administration, school administration or a related field.
- Working knowledge of HR laws and regulations.
- Bachelor's degree.
- Massachusetts public school experience.
- Professional HR certification (SHRM-CP, SHRM-SCP, PHR, or SPHR).
- Experience administering employee benefits, leave programs, or HRIS.
- Experience with school-based HR and personnel management systems.
- Experience working in a unionized environment.
