The Sr Program Manager, HCS Strategy & Operations, is responsible for leading the development, execution, and management of complex, high‑priority programs and initiatives across Healthcare Services (HCS). This role focuses on driving programmatic support for Care Management, Utilization Management, and Behavioral Health, ensuring strategic business initiatives are translated into clear execution plans, implemented effectively, and delivered with discipline and consistency. The Sr Program Manager partners closely with HCS and cross-functional leadership to advance enterprise priorities, including initiatives influenced by state and federal regulatory requirements.
Programs typically span multiple business areas, lines of business, and may involve collaboration with internal stakeholders, external partners, and regulatory entities. This role is accountable for managing initiatives of the highest complexity, risk, and visibility, requiring strong program leadership, proactive risk identification, and coordination across a highly matrixed environment. The Sr Program Manager drives alignment, ensures effective communication, and maintains momentum across competing priorities.
In addition, this role plays a key part in translating strategy into execution, identifying opportunities to improve how work is delivered, and enabling organizational readiness for change. The Sr Program Manager must be able to conceptualize the impact of change, recommend new ways of working, and support the HCS organization in achieving sustainable outcomes.

- Highest level program manager for projects applying project management expertise to ensure that workflows, processes, risks, communications, resources, and quality are managed appropriately at various levels.
