- 4:00 P.M.
SALARY: $50,000 - $60,000
The Housing Rehabilitation Specialist is a skilled and technical position under the direction of the Chief of Community Development in the Stark County Regional Planning (SCRPC) Commission Community Development Department. This employee is responsible for state and federally funded housing rehabilitation inspections and monitoring, work write-ups, cost estimates, and related technical housing rehabilitation work for the Stark County Land Reutilization Corporation.
Work write-ups must adhere to the State of Ohio’s Residential Rehabilitation Standards and all local and federal regulations. This is an exempt professional position under the provisions of the Federal Fair Labor Standards Act and is eligible for the Ohio Public Employee Retirement System (OPERS). Single-family owner-occupied housing:
The Housing Rehabilitation Specialist is responsible for, but not limited to, performing initial inspections of properties for rehabilitation feasibility, preparing work write-ups and specifications for rehabilitation, determining cost estimates for bids, bidding projects and evaluating proposals, inspecting work through completion, managing contractor and client technical concerns with minimal oversight, addressing unresolved client and contractor issues, inspecting HOME-funded single-family new construction projects, and preparing reports to ensure compliance with applicable building codes and standards, including Residential Rehabilitation Standards.
Multi-family rental housing:
The Housing Rehabilitation Specialist is responsible for, but not limited to, working collaboratively with department staff, non-profits and housing developers through multi-family federally funded new construction, renovation and rehabilitation projects, developing work write-ups and approving specifications, conducting property inspections and completion of reports during the affordability period.
Stark County Land Reutilization Corporation:
The Housing Rehabilitation Specialist is responsible for, but not limited to, performing initial inspections of properties to assess rehabilitation feasibility, preparing rehabilitation work write-ups and specifications, estimating costs for bids, bidding projects, and evaluating proposals, inspecting work through completion, managing contractor and SCLRC technical concerns, and addressing unresolved issues.
Strong written and oral communication skills. Requires the ability to write reports, emails, and possess basic computer skills and grant management software. Familiarity with construction standards and inspection procedures. Ability to read and interpret construction plans, specifications and drawings. Must be able to interact with public officials, lower-income residents, contractors, the general public and coworkers professionally and courteously while maintaining effective working relationships;
must be able to traverse uneven terrain and to work outside in inclement weather (hot, cold, rain); possession of a valid driver's license and good driving record.
Associate's degree or degree in Construction Technology from an accredited college and a minimum of two (2) years' experience in residential construction, home improvement or home rehabilitation field; or five (5) years of responsible experience in a closely related construction field. State of Ohio Lead Abatement Contractor licenses will be required after hire within one year and renewed when applicable.
