Position: Utility Worker I

Summary

Under direct supervision of the Water Foreman, the Utility Worker I performs manual labor and technical tasks associated with water utility and water distribution operations. This position will require an on‑call schedule with overtime as emergencies arise.

Minimum Qualifications
  • Ability to work in the United States
  • High school diploma or equivalent
  • Valid Texas driver’s license or the ability to obtain one
  • Driving record with no major infractions
Education / Training
  • Must possess or be able to obtain a TCEQ Class D Water License certification within 6 months of employment start date
  • Must possess or be able to obtain a TCEQ Class C Distribution Water License within 2 years of employment start date
  • Texas CDL A is preferred but not required
Experience

Some experience with industrial/commercial plumbing is preferred.

Essential Job Functions
  • Inspects vehicles and equipment daily and performs routine and preventive maintenance as needed
  • Operates truck and trailer to carry heavy equipment to work sites
  • Operates backhoe, front‑end loader, hydro‑excavation trailer, jackhammer, and other equipment needed to excavate the area for repair work
  • Operation, maintenance, and repair of water distribution facilities
  • Performs repairs on damaged utility mains and services
  • Performs booster pump station operation, maintenance, and repair
  • Performs water‑main flushing
  • Install taps for water services
  • Performs fire hydrant maintenance, repair, or replacement
  • Cleans out, raises, and sets water meter cans to grade
  • Performs other manual tasks associated with meter maintenance
  • Performs and tests water samples for chlorination studies
  • Maintains lines of communication with the Utility Worker II, Foreman, and Supervisor to provide good working relationships at all times
  • Answers or aids after hours even when not on call
  • Uses appropriate personal protective equipment following all established policies

Knowledge
  • Basic plumbing principles
  • Safe use of power tools
  • Safe use of heavy equipment (front‑end loader, backhoe, hydro‑evacuator)
Skills
  • Communication – ability to maintain communications with foreman and other team members to ensure project status and needs are met
  • Customer service – maintain a professional demeanor with citizens when responding to citizen service requests
Abilities
  • Recognize water transmission issues and respond appropriately
  • Analyze work assignments and perform tasks to achieve best outcome for the city and its citizens
Physical Demands

The physical demands described here are representative of those that must be met to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities. The position involves considerable physical exertion such as regular climbing of ladders, climbing heights up to 150 ft, operations of hand tools, lifting heavy objects (minimum of 80 lb) frequently, and possibly awkward holding positions.

Work

Schedule

The Utility Worker I will be required, regularly, to work more than 40 hours per week as conditions demand. There is a rotating on‑call requirement, requiring after‑hours, weekends, holidays, and emergency work.

Work Environment

The majority of work functions are outside. Utility Worker I will be subject to heat, cold, rain, snow, wind, and all other weather‑type elements. Will be required to work in excavations, trenches, confined spaces, or at heights.

Travel Requirements

Travel for the minimal. Occasional travel may be required for training and certification maintenance. Some travel may be required to obtain supplies and equipment. For the most part, the majority of travel is local.
