The Work You Will Do

Construction Senior Project Manager – District One / District Maintenance – Fort Myers Operations Center. The position will supervise multiple complex projects, manage consultant construction engineering and inspection contracts, independently administer construction contracts, prepare estimates, process contract supplemental amendments, review project correspondence, and handle material certifications.

Key Responsibilities
  • Manage CCEI contracts and ensure compliance with contract documents, CPAM, and department policies.
  • Provide guidance to CCEI on plan errors, field changes, extra work, and contract interpretations.
  • Review and approve construction supplemental agreements, work orders, time extensions, and other contract changes.
  • Act as liaison between CCEI, Design Project Manager, and Engineer of Record.
  • Prepare CCEI manpower and budget estimates; acquire CCEI contracts and prepare scopes of services.
  • Serve as Technical Review Committee member and evaluate Letters of Interest and proposals.
  • Negotiate CCEI service contracts and conduct pre‑service meetings.
  • Approve monthly CCEI invoices and perform quarterly/final performance evaluations.
  • Review and approve supplemental amendments and recommend CCEI personnel actions.
  • Perform advanced engineering work on major projects, including site visits, progress reviews, and staff training.
  • Ensure compliance with traffic control plans, maintain accurate records, and address construction claims.
  • Provide technical assistance to utility companies and coordinate FHWA approvals.
  • Monitor EEO, On‑Job Training, and DBE requirements and support design‑build selection.
  • Create position papers for DRB hearings and recommend outcomes.
  • Assign work to staff, motivate, coach, and ensure timely completion.
Required Knowledge, Skills, and Abilities Knowledge Of
  • Concepts, terminology, principles, and analytical techniques of an engineering specialty area.

Licensure/Registration/Certification Requirements

Certification in Final Estimates Level I, Final Estimates Level II, QC Manager through the Construction Training Qualification Program (CTQP) and Advanced Maintenance of Traffic. Must obtain within six (6) months and maintain thereafter.

Other Job‑Related Requirements

May need to drive a state‑owned or leased vehicle. Requires a valid Class "E" driver’s license and a responsive emergency status. Must adhere to relevant invoicing and warrant distribution regulations.

Minimum Qualifications

High school diploma or equivalent; or 2 years of related field experience may substitute for the diploma.
