- A relevant three-year tertiary qualification, preferably NQF 7.
- Preference for a B Tech or Bachelor’s degree Commerce,
- Legal, Public Management / Administration or other disciplines relevant to operations/directorate business area.
- Minimum 8 years’ relevant experience with extensive managerial experience.
- Computer literacy, in MS Office Applications.
- SAP proficiency as an added advantage.
- Oversee, guide, advise and implement Procurement & Tender Management policies, procedures, systems and processes in the department responsible for directorate reporting.
- Implement and manage tenders in accordance with policies, procedures, systems and processes in the directorate.
- Manage an active plan for Water and Sanitation directing the needs for goods & services, construction and consultants to ensure the timeous availability of the required contracts in delivering the Water and Sanitation 10-year Portfolio.
- Provide procurement management assistance to project and contract managers, ensuring compliance by the departments with City policies, regulations and procedures for Water & Sanitation including directing the standards of procurement for W&S.
- Lead and direct the compilation of Business Intelligence and compiling presentations as required for decision making involving retrieval and manipulation of data.
- Manage relationships of internal and external stakeholders (SCM, CMU, Legal Services, etc.) of the directorate in its management functions, outputs and its further development to attain its goals in Procurement & Tender Management functions through clear and professional communications as required.
- Manage, direct, delegate and control outcomes associated with the utilization, empowerment, productivity and performance of personnel within the branch.
