Description

Salary is competitive and commensurate with qualifications and experience, while also considering internal equity.

Employees at this level are experienced buyers who may performcomplicated and highly specialized purchasing functions, serve asthe lead worker, and/or assist the head of a purchasing program inthe operation and management of the program. They work underdirection from a designated supervisor in a purchasingoffice.

Examples of Duties
  • Performs purchasing activities for complex products and services
  • assists user departments in preparing specifications, prepares andsolicits quotations, bids and requests for proposals, makes awards,and inspects and/or monitors the testing of deliveredcommodities
  • uses enterprise resource planning software to organize/maintain records and/or locate inventory
  • develops purchasing analysis and reporting tools, convertsvendor/contractor units and quantities to campus units andquantities automatically
  • responsible for non-regular product purchasing or uniquemerchandise
  • obtains required administrative and proprietary approvals for purchasing
  • supervises and/or oversees the purchasing activities of procurementstaff
  • prepares contracts such as leases, purchases, and installmentpurchases for review
  • administers subsequent changes or revisionsto those contracts
  • represents procurement in negotiating changes to proposedagreements when they do not conform to legal and/or universityrequirements
  • analyzes requests for extensions or amendments to existing contracts and makes recommendations of approval or alternative solutions to management
  • participates in planning and negotiatingsessions with suppliers and departments
  • assists in processing contracts from which the University receivesincome or provides a concession to suppliers
  • investigates complaints from departments and vendors/contractors and problems arising from the procurement of commodities
  • determines an appropriate action to resolve vendor/contractorgrievances and claims against suppliers
  • serves as an assigned buyer for the procurement of surplus propertyor other items procured from state and/or federal agencies
  • understands market conditions, counsels administrators and employees on general and specific purchasing policies and rules
  • studies internal purchasing procedures and recommends changes, if necessary
  • gathers data and develops reports, as necessary
  • assists with reviews, analysis, and participates in the development and implementation of operational policies and procedures
  • performs duties of the lower-level in this series as required
  • performs other related duties as assigned
Qualifications

1. Any one or any combination of the following, totaling two (2) years (24 months) from the categories below of which one (1) year(12 months) must be actual work experience:

A. Work experience performing duties comparable to those performed at the Procurement Officer level of this series or in positions ofcomparable responsibilityAND/OR

B. College credit for course work in any field

  • 30 semester hours equals six (6) months
  • 60 semester hours or Associate's Degree equals one (1) year (12months)
  • 90 semester hours equals two (2) years (24 months)
  • 120 semester hours or a Bachelor's Degree equals three (3) years (36 months)
  • Master Degree or higher equals four (4) years (48 months)

NOTE:

Possession of a current Certified Professional Public Buyer(CPPB) or Certified Public Procurement Officer (CPPO) from The Universal Public Purchasing Certification Council (UPPCC), or acurrent Accredited Purchasing Practitioner (APP) certificate,Certified Purchasing Manager (CPM) or Certified Professional in Supply Management (CPSM) from the Institute for Supply Management(ISM) or equivalent certifications may satisfy the aboverequirements.

Supplemental Information Illinois Residency Requirement:

Pursuant to the State Universities Civil Service System, out-of-state candidates must establish Illinois residency within 180 calendar days of the startdate for this position.

About Civil Service Examination/Testing:

The Civil Service examination for this classification is based on your application materials and responses to the supplemental questions. No participation other than submission of application materials is required from applicants that qualify to take the exam. If you meetthe minimum required qualifications for this position, your application will move forward for examination/testing in which youwill receive a score calculated based on your education and experience, and your name will be placed on the active employment register by exam score.

This score will be emailed to the email address noted on your application. After the Final date to receive applications,the names within the top three scores will be referred to the department for interview.
