PositionSummary
The City of Carlsbad is seeking a Deputy City Clerk to support the City Clerk’s Office. Under the general supervision of the Assistant City Clerk, the Deputy City Clerk will perform a variety of administrative and technical duties in support of the city’s records management, election, and public meeting functions.
Key Responsibilities- Type, edit, and proofread letters, reports, forms, notices, and other correspondence.
- Answer inquiries regarding policies, rules, and regulations.
- Provide back‑up support and oversight of the front desk and reception area as needed.
- Act as Notary Public.
- Attend City Council and other public meetings; provide accurate transcripts and minutes.
- Assist the Assistant City Clerk with election administration, including candidate packet assembly and public communications.
- Assist in planning and conducting municipal elections; process charter amendments and political reform act filings.
- Maintain the City Clerk’s Office website and related pages.
- Track recorded documents and Mylar maps for recordation.
- Assist with departmental budgeting, expenditures, and accounts payable functions.
- Process administrative contracts and agreements for approval and signature.
- Coordinate advertising and legal notice publication.
- Develop and recommend departmental goals, policies, and procedures.
- Prepare and maintain the office procedure manual, Council Policy Manual, and handbooks.
- Prepare foreign residence certificates.
- Maintain the roster and membership status of boards, commissions, and committees; coordinate ethics training and procedural documents.
- Administer oaths of office to new employees and board members.
- Prepare City Council agenda packets and coordinate receipt of agenda items.
- Respond to research requests from council, staff, and the public regarding city codes, ordinances, and policies.
- Stay current with legal developments in assigned areas; attend professional meetings, conferences, and trainings.
- Perform related work as required.
- Knowledge of the legal requirements of a City Clerk’s Office, city ordinances, governmental organization, federal, state, and municipal election laws, the Brown Act, the Maddy Act, and Fair Political Reform Act reporting requirements.
- Ability to analyze data and prepare reports; exercise discretion and confidentiality; interpret and apply policies, procedures, laws, and regulations; maintain complex records; evaluate situations; develop recommendations; communicate clearly; work independently with minimal supervision.
Qualified candidates will have the equivalent of a high‑school diploma or GED, supplemented by coursework or training in business, computer software, or customer service. Five (5) years of progressively responsible clerical or secretarial functions related to a City Clerk’s Office are required, with specialized experience in a City Clerk’s environment highly desirable. Candidates must pursue and become a Certified Municipal Clerk within three years of hire, and must be a Notary Public.
