Construction Inspector I​/II

Carlsbad is a nearly 40 square mile city located in northern San Diego County with a population of about 115,000. The Public Works Branch plans, provides, and maintains infrastructure that supports the city’s quality of life. The branch includes Environmental Sustainability, Fleet & Facilities, Construction Management & Inspection, Transportation, and Utilities, supported by more than 195 full‑time staff.

This position is available at the entry level (Construction Inspector I) or the next level (Construction Inspector II). Advancement to Inspector II is contingent on the acquisition and demonstration of the knowledge and abilities necessary for journey‑level inspection. Construction Inspector II may also be filled directly from outside experience. The role requires the candidate to perform a variety of inspections across water, sewer, stormwater, roadway, lighting, and construction projects.

• Conduct inspections of private development grading, private development improvements, public improvements, right‑of‑way permits, and public construction projects; review materials and workmanship to ensure compliance with approved plans and specifications before, during, and after construction.
• Provide administrative oversight and field inspection services for potable water, recycled water, sewer, storm drain, roadway, street lights, signals, traffic & mobility, and parks.
• Review project plans, specifications, and submittals with city staff and consultants; recommend modifications to plans.
• Act as lead project inspector when assigned; assist in contract administration; submit recommended change orders; review and submit pay estimates.
• Oversee the safe and proper installation of potable and recycled water transmission lines, distributing mains, service lines, appurtenances, pump stations, and related equipment; administer hydrostatic testing and disinfection procedures.
• Oversee the installation of taps, valves, hydrants, manholes, and related structures.
• Coordinate, monitor, and inspect the disinfection or chlorination of newly constructed facilities to ensure regulatory compliance.
• Oversee the installation of sewer mains, trunk lines, services, and lift stations along with related structures and equipment.
• Schedule and coordinate shutdowns of city and district facilities affected by repairs or connections; ensure admissible shutdown procedures and compliance with district standards.
• Oversee the installation and inspection of storm drain systems.
• Inspect facilities for compliance with approved plans, specifications, rules, regulations, and performance standards.
• Check rough and finish grading, installation of sewer mains and laterals, water transmission, distribution, services, and storm drainage lines; evaluate streets, curbs, gutters, street lighting, traffic signals, and other facilities.
• Conduct inspections of abandoned wells, septic tanks, and related facilities.
• Perform administrative closeout of private development projects: obtain final soils, BMP certification reports, verify final punch list completion, complete as‑built documentation, and conduct securities release processes.
• Communicate, negotiate, and resolve field issues; respond to and resolve citizen complaints; enforce routine on‑site safety.
• Schedule and facilitate pre‑construction conferences and progress meetings with contractors, consulting engineers, developers, city staff, district staff, and other stakeholders.
• Document progress and details of construction work through daily reports, digital photographs, field notes, and all other project records.
• Maintain and develop project documentation, including daily reports, records, and project files; review and submit monthly pay estimates and change orders; incorporate approved change orders.
• Issue enforcement actions, including stop‑work notices for non‑compliance with grading, improvements, and storm‑water rules.
