PositionSummary
The Safety Programs Specialist Iprovides advanced technical and administrative support to the Carlsbad Field Office (CBFO) Safety Programs Division under the Carlsbad Technical Assistance Contract (CTAC). This role independently plans, coordinates, evaluates, and supports safety program activities associated with emergency management, mine safety, radiation protection, industrial hygiene, and industrial safety.
The position exercises independent judgment in interpreting DOE Orders, federal regulations, consensus standards, and site-specific requirements; evaluating program effectiveness;identifyingcompliance vulnerabilities; developing corrective actions; and providing technical recommendations to management in support of CBFO and WIPP safety objectives.
Responsibilities- Independently plan, coordinate, evaluate, and support safety program activities associated with emergency management, mine safety, radiation protection, industrial hygiene, and industrial safety.
- Assistin the development, review, and revision of safety-related policies, procedures, and implementing documents that align with DOE Orders, including DOE O 440.1B and DOE O 420.1C, as well as CBFO/WIPP-specific requirements.
- Interpret DOE Orders, federal regulations, consensus standards, and site-specific requirements to support compliant and effectivesafetyprogram execution.
- Evaluate safety program effectiveness,identify compliance vulnerabilities, develop corrective actions, and provide technical recommendations to management.
- Support the organization, maintenance, and archiving of critical safety records, including training records, inspection reports, audit findings, and compliance documentation,in accordance withCBFO records management protocols.
- Prepare detailed reports, presentations, and correspondence related to WIPP safety activities and findings for internal use and external reporting.
- Compile and analyze safety data for WIPP performance metrics, trending, and periodic program reviews while ensuring data integrity.
- Provide intermediate technical support for safety, regulatory, compliance, data management, document control, and initial analysis activities based on current assignment needs and requirements.
- Support facility operations, environmental monitoring, safety compliance documentation, and related DOE safety and regulatory activities.
- Associate’sdegree ina physicalscience, engineering, or technical discipline and five years of experience in technical safety, regulatory, or compliance roles; or aBachelor’sdegree in a related field with three years of relevant experience.
- Relevantadditionaleducation and equivalent experience may substitute for educational degrees.
- Experience providing intermediate support in safety, compliance, technical documentation, data management, document control, and initialanalysistasks.
- Working knowledge of DOE safety and regulatory requirements, including general practices in facility operations, environmental monitoring, and safety compliance documentation.
- Ability to interpret and apply DOE Orders, federal regulations, consensus standards, and site-specific requirements in a technical safety environment.
- Ability to evaluate program effectiveness,identify compliance vulnerabilities, support corrective action development, and provide technical recommendations to management.
- Experience preparing reports, presentations, correspondence, safety metrics, trending information, and program review materials.
