Position

Summary

The Project Controls Specialist I provides advanced project controls support for federal project management and oversight activities in Carlsbad, New Mexico. This position performs detailed cost, schedule, performance, and forecast analysis for Operations Control Accounts and supports the development and maintenance of the Federal Site Life Cycle Plan.

The position reviews contractor planning and baseline information,evaluates project controls data for completeness and compliance with applicable U.S. Department of Energy requirements, and prepares analyses, briefings, reports, and recommendations for CTAC and Federal management. This is a permanent, onsite/local position withan anticipated
40-hour, 4/10 workscheduleand no travel required.

Responsibilities
  • Provide oversight and review of Operations Control Accounts, including cost, schedule, performance, and forecast information.

  • Support the development and maintenance of the Federal Site Life Cycle Plan.

  • Review Operations and Minor Construction Project planning, schedules, estimates, and supporting documentation for completeness, accuracy, and compliance with applicable DOE requirements, guides, and procedures.

  • Support reviews of contractor baseline development, maintenance, and change control activities.

  • Analyze schedules, including critical path, float, logic, milestones, progress, and forecast completion dates.

  • Perform earned value and performance analysis, including identification of cost and schedule variances and emerging trends.

  • Review project and control account forecasts for consistency with approved scope, schedule, and funding assumptions.

  • Support monthly project controls reporting, data validation, and development of management-level performance information.

  • Participate in baseline reviews, project reviews, change control reviews, and other project controls meetings as required.

  • Identify project controls issues, risks, inconsistencies, and potential impacts, and communicate findings to CTAC and Federal management.

  • Provide project controls support to other applicable site functions and initiatives as directed.

  • Prepare analyses, briefings, reports, and recommendations supporting Federal project management and oversight activities

  • Advanced skill in Oracle Primavera P6 schedule development and analysis.

  • Working knowledge andproficiencyin

    Deltek

    Cobra, including the ability to review and analyze schedule and cost data.

  • Advanced project controls experience, including cost analysis and cost estimating practices used tomonitor, report, and help deliver programs and projects on schedule and within budgetin accordance withDOE Order 413.3B.

  • Knowledge and experience in planning, program and project baseline development and reporting, Earned Value Management, variance analysis, cost estimating and analysis, critical path analysis, risk evaluation and management, contingency management, configuration control, change control, acquisition planning, and program and project integration.

  • Ability to communicate and collaborate effectively with stakeholders and convey appropriate information clearly and accurately to individuals and groups.

  • Ability to produce quality results by addressing customer needs,analyzing and resolving problems,maintaining accountability for milestones, setting work-related goals and objectives, and applying innovative solutions to assigned work.
